Shannon Oury chosen to lead Lawrence-Douglas County Housing Authority

Leaders of the Lawrence-Douglas County Housing Authority have chosen a local attorney as the organization’s next executive director and have asked her to look for ways to expand the agency’s reach.

Shannon Oury — a partner at Lawrence’s Stevens & Brand and a former member of the housing authority’s board — will take over as the agency’s executive director in mid-January. She will replace Barbara Huppee, who is retiring in December after 24 years in the position.

“We’re very excited,” said Brenda O’Keefe, chair of the housing authority’s board of commissioners. “Shannon already has so much knowledge about how our agency operates and about HUD.”

Oury will oversee the agency’s $8 million budget and the various public programs that provide housing or rental assistance to about 1,100 households.

Oury was appointed to serve on the agency’s board in 2002, and then left the board in 2004 to become the agency’s chief legal counsel, which is a position she has continued to hold.

“Since 2004, I’ve been working very closely with the housing authority and through that process have really come to believe in its mission,” Oury said.

Now, board members said they want Oury to work to grow the agency, which currently owns Edgewood Homes, Babcock Place, Clinton Place and Peterson Acres housing facilities in Lawrence.

“We want to see the housing authority expand maybe more into Douglas County,” O’Keefe said. “We want to look for opportunities in areas like Baldwin and Eudora.”

Oury said she’ll look for those opportunities while also trying to keep the housing authority’s current programs strong. The authority is one of only 32 in the country that have been chosen for a special demonstration project that allows the authority to deviate from the standard guidelines set by the U.S. Department of Housing and Urban Development.

While other housing programs simply charge rent based on 30 percent of a person’s adjusted gross income, the Lawrence-Douglas County authority has created a rent system that provides incentives for people who work, or receive education or job training. Oury said that system would continue.

“We have a contract to continue that program with HUD through 2018, and we will continue that program as long as HUD will let us,” Oury said. “We feel like it really encourages people to work, become educated and work towards self-sufficiency.”

Oury, who will leave her position at Stevens & Brand, will start her new position Jan. 17. She’ll have a salary of $115,000 per year, O’Keefe said. The housing authority also has announced it is hosting a retirement reception for Huppee from 3:30 p.m. to 5:30 p.m. Dec. 9 at Lawrence Visitors Center, 402 N. Second St.

People don't care because the victims are poor people. How many posts are there on this forum daily berating and mocking low-income, homeless and/or minority people? Many of the posters on here honestly believe that poor people are poor due to some personal failing, so they deserve to suffer. These posters merely reflect the prevailing myths of our society. Only defective people are poor. Government and corporate policies have nothing to do with it.

Why do people think I go on and on about the housing authority like I do? It's because they harm people and I see the harm as deliberate and vicious.

And I don't understand why this town just doesn't give a damn about this!!

Those are some good questions Indus. Do you think the Housing Authority would be willing to do a survey with those questions for all tenants? Have you met the new Director yet? Is she open to communications with the tenants?

I don't know Artichoke the answer to your first question. I doubt it, though. I have not met the new Director. I do not care to meet the new Director because I really do believe that it's just going to be more of the same.

Meggers, your question first. The information actually IS public record. The LDCHA posted all of those names on their website. I will be the first to tell you how shocked I was to see it. Before I posted on this forum I had a great deal of diffcuilty deciding if I was violating their privacy, but I wasn't because the housing authority had already done that.

Is the information you posted public record, or did you pull a wikileaks?

As common courtesy, you might have at least redacted the names, especially since you seem to be saying that these folks were unfairly charged.

I don't have a dog in this fight, but it's generally considered poor form to post personal information about people without their consent- and I highly doubt those folks gave you permission to post unflattering information about them on an internet forum.

Of particular importance is the Maintenance Schedule. What they've done over the years is re-write their manual so that now it dictates that ALL work that they do is "tenant- caused damages." They are effectively picking the money out of the pockets of the tenants, defrauding them.

What disturbs you?

In this last one it is an elderly woman that the LDCHA continued to charge late charges even though she is obviously in a nursing home. Surely there are better ways of dealing with a potential death or invalid situation that demands an immediate change in the tenants ability to continue rent in a subsidised program. That sucks if it is what it looks like.

  1. When the LDCHA became a MTW agency on March 30, 1999 it effectively removed itself from HUD oversight. This allows the housing authority to write its own rules and policies. Under these circumstances do you think the LDCHA should recieve HUD funding?
  2. The LDCHA MTW program is mandatory for all non-elderly, non-disabled residents. Elderly and disabled residents may choose to participate. It involves minimum and maximum rents; mandatory work or training requirements for non-student adults; a merged public housing and Section 8 waiting list; and an updated self-sufficiency program.

  1. If, for any reason, you are evicted from the housing authority would you be able to re-locate to other housing or would you be homeless?
  2. Do you feel as though you should be required to accept case management in order to receive housing through the LDCHA?
  3. Do you ever feel as though you are "beaten over the head" with lease violations?
  4. When the housing authority notifies you that they will be entering your apartment do you feel like you need to be home while they are in your apartment?
  5. Have you ever filed a grievance with the housing authority? If you have, was your grievance addressed or was it ignored?

  9. Resolution X8: Approve 2007 Payment in Lieu of Taxes (PILOT) to City of Lawrence in the Amount of $83,659.12. The LDCHA’s annual payment in lieu of taxes for 2007 is in the amount of $83,659.12. As a tax-exempt organization, the housing authority makes an annual payment to the City in exchange for public services and facilities furnished from time-to-time by the City. The amount of the PILOT is set by federal regulation and is equal to 10% of the housing authority’s rental income minus the utility costs paid by the housing authority. Rental income for 2007 was $1,116,289. Utility expenses were $279,698.67. Rent minus utilities equals $836,591.23. Ten percent, $83,659.12 is the 2007 PILOT payment to the City. If the LDCHA was a taxable entity the amount of property taxes would be $157,500.55. Commissioner Clark moved to approve the 2007 PILOT payment to the City. "feel like?"

maybe some actual numbers would be better here, comparison to similar authorities without the program?

I don't have anything against Shannon, but her area of expertise is employment law. Why bother with the time and expense of a nation-wide search and then hire a former board member?
