Residents give input on rec fee proposal

Everything from higher swimming pool fees to admission charges at the city’s longtime Arts and Crafts Festival are on the table as a way to stave off potential cuts to the city’s parks and recreation programs.

A crowd of about 100 people who attended a Parks and Recreation forum on Thursday were asked to give feedback on how the city department should cope with an expected stagnation or decline in city property tax revenues.

“We’re really asking you to look at the big picture tonight,” Ernie Shaw, the interim director of parks and recreation, told the crowd at Lawrence High. “How are we going to continue to fund what we have? How are we going to continue to operate what we have?”

The department handed out surveys to the crowd that gave more details about the type of fee increases up for consideration. The survey asked for feedback on fee proposals that included:

• Anywhere from $1 to $2 increases in the fees to enter the Lawrence indoor and outdoor aquatic centers.

• A $1 to $3 fee to use the city’s wading pool in South Park, which currently does not charge admission.

• Fee increases of $1 to $20 for a variety of special population programs.

• New fees of $1 to $4 per visit to use the weight and cardio rooms in the city’s recreation centers.

• An admission fee of $1 to $4 for the Prairie Park Nature Center, which currently is free to enter.

• Anywhere from a $1 to $10 admittance fee for events such as the city’s Arts and Crafts Festival and the Holiday Bazaar.

Shaw said the department currently recoups about 33 percent of its total budget of $9 million through fees.

Opinion from the crowd was mixed on whether now would be the right time to increase user fees. Some participants said the department needed to be careful about what fees it raised.

“I think the last thing we need to do is begin raising fees for kids’ programs,” said Bill Alt, who has two daughters in recreation programs. “If you want to raise fees, look more at adult programs. Look at adult softball, look at golf fees.”

Results of the survey are expected to be tabulated in about a week. People who want to fill out a survey but were unable to attend Thursday’s forum can call Parks and Recreation at 832-3450 to have a survey sent out.
