Festival request to be considered

Bottom line

City commissioners will consider a request to give $20,000 to a nonprofit organization looking to host a two-day community festival in downtown.

Background

The group – Just Like Lawrence Inc. – is taking over production of the annual Get Downtown event. The group, though, is changing the location and expanding the festival to a two-day event. The event is planned for Oct. 3 and Oct. 4, and will be located on New Hampshire Street between Eighth and Ninth streets. Previously, the event had just been one evening, but board member Jason Edmonds said the group hopes to attract more musical acts and offer more entertainment options like rock climbing walls and inflatable playground equipment. The event will be free to enter, and organizers hope to attract more than 5,000 people to downtown.

c.) Approve the expenditure of $245,000 for the acquisition and installation of in-car video and audio systems for the police department (38 vehicles) with the following vendors: Integrian Inc. in the amount of $206,000 for in-car video/audio and wireless networking; Dataedge Solutions for storage components in the amount of $16,000; and TFM Communications in the amount of $22,000 for mobile data computers under the state of Kansas purchasing contract (equipment reserve fund).

d.) Authorize the city manager to renew the contract with Marsh McBirney-Hach for data delivery services associated with the wastewater collection system long-term flow monitoring program in the amount of $214,800.

e.) Set bid date of Sept. 16 for City Bid No. B08075, Project No. 32-AC1-604(S), 23rd Street, Iowa to Louisiana, Access Management Improvements, for access consolidation of University Book Store and O’Reilly Auto Parts, 23rd Street and Naismith Drive.

f.) Set bid date of Sept. 16 for City Bid No. B08072, Project No. 04-SI1-208(BD), Sixth Street and Congressional Drive, intersection and traffic signal improvements.

g.) Authorize the city manager to execute a purchase order with LRM Industries for $21,863.81 for materials to resurface Oread Avenue between 12th and 13th streets.

h.) Authorize the city manager to execute a purchase order, in an amount not to exceed $32,000, for asphalt material to overlay 17th Street between Louisiana and Tennessee streets, and the 500 Block of Indiana Street.

i.) Approve request to extend the current contract with Scotch Fabric Care Services for the laundering and dry cleaning of the Lawrence Police Department uniform and nonuniform clothing for an estimated cost of $42,410 annually.

¢ Adopt on first reading Ordinance No. 8298, rezoning approximately 9.27 acres from RS7 (Single-Dwelling Residential) to RS7-PD (Single-Dwelling Residential Planned Development Overlay) for property located along the west side of Iowa Street between Stratford Road and approximately 200 feet south of University Drive. Four affirmative votes are required because of a valid protest petition.

¢ Adopt on second and final reading Ordinance No. 8314, adopting the 2008 Standard Traffic Ordinance.

¢ Authorize the distribution of a request for proposals for a health care services agreement for the operation of an on-site health center.

¢ Receive city manager’s report.

¢ Consider adopting on second and final reading Ordinance No. 8293, rezoning approximately 155 acres located on the northwest corner of North 1800 Road and East 900 Road, I-70/K-10 Business Park, from A to IG. Because valid protest petitions have been received, a super-majority vote, 4 votes, would be needed.

¢ Consider request for city support and necessary approvals for Get Downtown, a free admission outdoor music event to be held in the 800 block of New Hampshire Street on Oct. 3-4

¢ Receive request for a “sign of community interest” from Chris Armstrong to place a sign promoting the Music for the Masses event on city right-of-way along Massachusetts Street adjacent to South Park from Sept. 8-13; review the presented options and direct staff as appropriate.

¢ Consider adopting Resolution No. 6795, establishing the Mayor’s Peak Oil Task Force.
