Oread Inn to seek changes to plan
Bottom line
City commissioners are being asked to give approval to the closing of a road and some minor changes to construction plans for The Oread Inn, a seven-story hotel near 12th and Indiana streets.
Background
Developers are presenting a new plan that would close Indiana Street from 11th Street to 12th Street for much of the summer. The closure is needed, developers said, to give construction crews the necessary room to safely build an underground parking garage. The developers also are asking to vacate three feet of right of way for Indiana Street.
The vacation would allow the entire hotel to be shifted three feet farther to the west. The shift also is needed to accommodate the construction of the underground parking garage.

Recognition
• Proclaim the week of May 18-24 as Public Works Week.
Consent agenda
• Approve City Commission meeting minutes from May 6.
• Receive minutes from various boards and commissions.
• Approve all claims. The list of approved claims will be posted to the agenda the day after the City Commission meeting.
• Approve appointments as recommended by the mayor.
• Approve city/county appointments to the Steering Committee for the planned improvements of 31st Street, from Haskell Avenue to O’Connell Road.
• Bid and purchase items:
a.) Award City Bid No. B08043, Project No. PW0808, 2008 Overlay Program, Phase 1 to LRM Industries, Inc., in the amount of $491,995.60.
b.) Set bid date of June 3 for City Bid No. B08050, Project No. PW0809, 2008 Overlay Program, Phase 2, and Project No. 25-GI4-807(C), 18th and Louisiana Street, Raised Crosswalk (two projects, one contract). Location Map — Phase II.
• Adopt the following ordinance(s) on first reading:
a.) Ordinance No. 8268, for Landmark Designation, L-08-01-07, placing the structure located at 805 Ohio Street on the Lawrence Register of Historic Places .
b.) Ordinance No. 8269, for Landmark Designation, L-09-02-07, placing the structure located at 934 W. 21st St. on the Lawrence Register of Historic Places.
c.) Ordinance No. 8271, rezoning approximately .39 acres (Z-02-06-08) from RM-12 D (Multi-Dwelling Residential) to RS-7 (Single-Dwelling Residential). The property is located at 1309-11 W. Eighth Street, and a portion of 820-22 Canterbury Lane. (PC Item 7; approved 6-0 on 4/23/08)
d.) Ordinance No. 8275 establishing STOP signs at the four traffic booth entrances on the KU campus.
e.) Ordinance No. 8276, authorizing the possession and consumption of alcoholic liquor at the Lawrence Municipal Airport on Wednesday, June 11, 2008, from 5 p.m. to 8 p.m. for the Lawrence Chamber of Commerce Mixer event hosted by the Airport Advisory Board.
• Adopt the following ordinance(s) on second and final reading:
a.) Ordinance No. 8270, rezoning approximately 140 acres for Bauer Brook Estates (Z-03-08-08) from A-1 (Suburban Home Residential) to RS-40 (Single-Dwelling Residential). The property is located at the southeast corner of Folks and Peterson Roads. (PC Item 4; approved 7-0 on 4/21/08)
b.) Joint City Ordinance No. 8272/County Resolution No. ____, amending Horizon 2020 to ensure proper comprehensive plan language is in place for a proposed mixed use district in the City of Lawrence Land Development Code.
c.) Ordinance No. 8273, establishing the maximum assessments for improvements at the intersection of Sixth Street and Congressional Drive.
• Approve request by Steve Block, manager of Wakarusa 15 Associates LLC (the property owner of Lot 3A of Alvamar Northwest No. 3), for a variance from 19-214A of the code which states that each lot shall have direct access to the City sanitary sewer main in City public right of way or City public utility easement. Such access shall not cross property ownership lines unless the access is in adjacent City public right of way or adjacent City public utility easement.
• Receive city manager’s report.
Regular agenda
• Receive request from Timothy Homburg, architect, NSPJ Architects, architects for the construction of The Oread Inn, requesting the vacation of a portion of the right-of-way on the east side of Indiana Street. Consider proposal to close Indiana Street adjacent to the Oread Inn project construction.

Have you ever designed a building that needed changes during construction?
This seems pretty typical to me. I've never known of any project that was built that didn't need any modifications during construction.

This isn't just a minor change— they want to encroach 3 feet closer to Indiana St. with a building that is already going overwhelm everything around it. They fully intended to build this 3 feet further west from the beginning, but like everything on this project, they approached it with incremental additional requests because that makes it easier for this city commission to rubberstamp it.

If you have a burning desire to see all of cool's posts from LJW repeated on another site, check it out. Using proxify dot com would be a good idea.

In a response to what is spot zoning:
The city and the county allowed developers to leapfrog current boundaries to annex agricultural land 2.5 miles outside the city limits for industrial use, which is inconsistent with current zoning; why should anything different take place in the city?

once again cool, the neighborhood said time and time again that annexation of rural property 2.5 miles outside the city limits is leapfrog annexation, but the planning commission, and the city commission, and the county commission all ignored the voices of the neighborhood.
Don't feel slighted that the various commissions don't listen to you: they don't listen to anyone except their campaign donors.

Worried about 3 feet to the west. Quite frankly, the city should remove all parking on Indiana from 9th street to the top of the hill where the Oread Apts aka Plank Flats are. Cool is worried about spot zoning. The whole of Oread neighborhood should be bulldozed. It is 40 years in the coming. As for Barry Newton, what is this guy smoking? Another Univ of Ks teat feedeer . Why doesn't Newton get a financier and build something of his own.His poor grad students have been hoodwinked into a political foray.
The smell of diesel fuel and the sound of bulldozers and earth movers is music to the ears at the top of the old whored out Oread Neighborhood. No more fake sweet perfume on the prostitute which has been allowed to exist for over a quarter of a century. Time to start at the top and bulldoze downhill. Wonder if cool and the univ members who complain so much about the hotel are going to complain about retired faculty housing?

Worried about 3 feet to the west. Downtown buildings are built right agains the sidewalks. So what the bigga deal? 10 stories for sure. Build a hotel, not a cheap rear end motel . Build it and they will come. Pie in the sky, but make this hotel a pie unlike anyting Pacem could have ever baked.
