Pedestrian issues on agenda

Bottom line

City commissioners will consider pedestrian safety issues requested by neighbors, but not included in the city’s budget.

Background

Commissioners will consider a signalized, mid-block pedestrian crosswalk on Ninth Street between Highland Drive and Sunset Drive. The estimated cost is $35,000 to $45,000, but is expected to be about $10,000 less than a previously recommended sidewalk project along Ninth Street. Commissioners also will consider a school crossing guard at the intersection of Bob Billings Parkway and George Williams Way. A recent study found the intersection was busy enough to meet the city’s requirements for a crossing guard. A guard would cost about $5,500 per year.

¢ Approve City Commission meeting minutes from July 1.

¢ Bid and purchase items:

a.) Set bid date of Aug. 5 for the Comprehensive Rehabilitation Program at: 1509 E. 28th St. Terrace, 920 Rockledge Road, 1219 N.Y., and 1017 Rogers Place.

b.) Approve Change Order No. 1 for the construction of Stoneridge Drive north project to RD Johnson Excavating Co. Inc., in the amount of $18,580.

c.) Approve request from Parks & Recreation to request bids for cemetery improvements.

¢ Adopt on first reading Ordinance No. 8291, rezoning approximately 3.04 acres from RS-2 (Single-Dwelling Residential) to PRD-1 (Planned Residential Development). The property is located at 2620 Haskell Ave. City Commission approved the rezoning at its July 18, 2006, meeting, pending the recording of the final plat of Prairie Wind Addition.

¢ Adopt on second and final reading Ordinance No. 8296, amending the Transportation Fund expenditures of the 2008 city of Lawrence adopted budget.

¢ Receive city manager’s report.

Regular agenda

¢ Conduct public hearing to consider the vacation of the east 3 feet of right-of-way of Indiana Street between 11th and 12th streets adjacent to Lot 1 of the Triple T Addition, a replat of Lots 7, 8, and part of Lot 9 in Block 2 of the Oread Addition as requested by NSPJ Architects. The applicant has withdrawn the application for vacation of right of way.

¢ Conduct public hearing to consider the application for the vacation of a portion of the right-of-way of Fireside Drive between Frontier Road and approximately 125 feet south of Trail Road, Pioneer Ridge Subdivision.

¢ Consider a request to rezone approximately 155 acres from A (Agricultural) to IG (General Industrial). The property is located on the northwest corner of North 1800 Road and East 900 Road; I-70/K-10 Business Park. Submitted by Steven Schwada, agent for Stonewall Farms LLC, JDS Kansas LC, Pert LC, Penny J Tuckel, Axrom LLC, Venture Realty Corp., Arco Sales Corp., Venture Properties Inc., Industrial Square Corp., JDSS Limited Co., Radol LC, Tuckel Russell L JR, Northland Ventures LC and Oread LC, property owners of record. Because a valid protest petition has been received, a super-majority vote (at least four votes) would be required to approve rezoning.

¢ Consider making a determination based on a consideration of all relevant factors that there is/is not a feasible and prudent alternative to the proposed demolition of the structure located at 1232 La. and that the proposed demolition includes/does not include all possible planning to minimize harm to the listed property.

¢ Consider the following Traffic Safety Commission items:
