Lecompton rezoning item returns

Bottom line

City commissioners are scheduled to consider a key rezoning request for a proposed industrial park at the Lecompton interchange on the Kansas Turnpike.


The request to rezone 155 acres at the northwest corner of North 1800 Road and East 900 Road from agriculture to general industrial has drawn opposition from neighbors. They have argued that the area has not undergone the proper planning to support an industrial park. But the proposed developers say they area is ideally suited for warehousing operations because it is so near the turnpike and the South Lawrence Trafficway.

¢ Recognition of the Lawrence Police Department's School Resource Officer Unit for being selected as a National Model Agency for 2008.

¢ Approve City Commission meeting minutes from July 15 and July 22.

a.) Approve Change Order No. 1 in the amount of $19,895.67 to Asphalt Improvement Co. for Project PW0801, KLINK Resurfacing, Iowa Street from 646.28' north of 31st Street to Clinton Parkway/23rd Street.

b.) Award bid for pumps and motors for the Utilities Department to Letts, Van Kirk for $38,062; Douglas Pump for $64,632; JCI for $18,355; and Fairbanks Morse for $5,355; total for all pumps and motors, $126,404.

c.) Authorize a purchase order to Software House International for $42,701 to continue the city's select agreement for Microsoft software maintenance for various departments from July 1, 2008 to June 30, 2009.

d.) Set bid opening date of Aug. 19 for an electrical service upgrade of the Central Maintenance Garage.

e.) Authorize payment of $19,076.27 to P.H.I. Investigative Consultants Inc. for fees and expenses for leading the Practical Homicide Investigation seminar.

f.) Approve purchase of 408 residential trash and recycling carts for the Public Works Department from Roy Conley for $25,913.

¢ Adopt on first reading Ordinance No. 7774, establishing the city's part of a joint resolution/ordinance concerning charges for ambulance services.

¢ Adopt on second and final reading Ordinance No. 8295, establishing 20 mph speed limit on Crescent Road between Engel Road and Naismith Drive.

¢ Approve maintenance agreement between the city and owners of Bauer Farm, Free State Holdings Inc., a Kansas corporation, Free State Group LLC, a Kansas limited liability company, and Bauer Farms Residential LLC, a Kansas limited liability company. Authorize mayor to sign agreement.

¢ Accept dedication of easements and rights-of-way for a final plat for Bauer Farm First Plat, located at 4700 W. Sixth St. Submitted by Landplan Engineering PA for Free State Holdings Inc. and Free State Group LLC, property owners of record.

¢ Receive request from Public Wholesale Water Supply District No. 25 to respond to water supplier proposal, refer to staff for recommendation.

¢ Approve request from Bruce and Kristen Barlow for a variance from 19-214B of the city code, which states that a private sanitary sewer service line shall not be located in a city public right-of-way for greater than 15 feet for BKB Addition (currently 811 & 815 Elm St.).

¢ Receive Lawrence Freenet second quarter report.

¢ Receive city manager's report.

Regular agenda

¢ Consider Z-04-09-08, a request to rezone approximately 155 acres from A (Agricultural) to IG (General Industrial). The property is on the northwest corner of North 1800 Road and East 900 Road; I-70/K10 Business Park. Because a valid protest petition has been received, a super-majority vote (at least four votes) would be required to approve rezoning.

¢ Consider authorizing the publication of the notice of special question election for city sales tax election.

The city has just released a 22 page powerpoint presentation as to why this rezoning should pass. It seems unusual for something that is supposed to be so good for the area needs a 22 page presentation to reassure everyone. looks as if the city is in a full court press to get this thing passed. Who has asked the planning staff to create this presentation? The developers? Why is the hard sell needed if this is such a great idea?
