Bond set at $2 million for driver linked to construction workers’ deaths

First court appearance could come today

Bond was set at $2 million today for the woman authorities say led police on an 11-mile chase after two construction workers were hit and killed along U.S. Highway 59 Tuesday morning.

Ramona I. Morgan, 48, is charged with felony fleeing and attempting to elude, a person felony, reckless driving, a nonperson misdemeanor, and five traffic infractions.

Osage County District Court Judge Jon Stephen Jones also set bond at $1 million for Sabrina J. Morgan, Ramona’s daughter, who was a passenger in the pickup truck. She was charged with aiding a felon. Both are from Chewelah, Wash.

The judge said he set the high bond because of the seriousness of the case and because of the two fatalites in Douglas County, where additional charges are pending.

Their next court appearance is at 9 a.m. Sept. 20. The women are in custody in the Osage County Jail.

The chase began after a Kansas State Trooper attempted to stop the two women in connection with a double fatality that occurred minutes before along U.S. Highway 59, south of Lawrence.

Douglas County District Attorney Charles Branson is also reviewing information about charges related to what happened in Douglas County, where the double fatality happened. Cheryl Wright, a spokeswoman for Branson’s office, said only the investigation was ongoing.

Osage County District Attorney Brandon L. Jones said the Morgans have no known ties to northeast Kansas. But, they have a lengthy list of legal run-ins in their home state of Washington, particularly in Whatcom County. Whatcom is in the state’s northwest region.

Sabrina Morgan in 2002 pleaded guilty to misdemeanor assault, and malicious mischief after an incident when she took a mailbox and attacked passing cars, according to the Whatcom County Superior Court clerk’s office. The probable cause affidavit in that case also said that Morgan was throwing furniture out the window and fought a police officer who responded to the incident.

Ramona Morgan has her own assault conviction, stemming from a 2004 case. Though little detail was available in that case, the court clerk’s office said Morgan served one day in jail and was sentenced to 12 months probation after pleading guilty to a lesser charge.

In addition to the convictions, both Morgans are named in a number of additional cases. They were both involved in another case, but it was dismissed without prejudice and no action was taken. The court clerk could not provide details in that case either.

The Morgans recently sold their home in Chewelah and were preparing to move. A neighbor, when reached by phone, said the house had been for sale for several months and had only recently sold.

“They lived there about a year,” said Charles Martin, who is retired and owns the property next to where the Morgans lived. “They lived in a mobile home and it looked like they were raising cattle.

Martin said he never really had any dealings with the Morgans. Their home was in the country, though he said he saw them drive a pickup truck past his house. He could not remember the color of the truck.

“They really kept to themselves,” Martin said.
