Route of SLT to be discussed

Bottom line

City commissioners will consider taking a position on where the final leg of the South Lawrence Trafficway should be constructed.

Background

Two routes have been discussed for the eastern leg of the trafficway. The route that county and state transportation leaders have endorsed is a 32nd Street route that would run through the Baker Wetlands. Some environmental and American Indian groups have opposed that route because they believe the road would damage the wetlands. The previous City Commission sent a letter to federal highway regulators urging that the road be built south of the Wakarusa River to avoid the wetlands. Commissioners now will consider reversing that position and supporting the 32nd Street route. Federal regulators are reviewing a permit application that would allow the road to be built through the wetlands. Commissioners have decided to limit public comment on the SLT to no more than 3 minutes per person at Tuesday’s meeting.

¢ Approve Change Order No. 1 in the amount of $68,968 to contract with Kansas Heavy Construction for 2007 Overlay and Curb Repair Program, Phase 1.

¢ Adopt the following ordinance(s) on first reading:

a.) Ordinance No. 8192, establishing a Baldwin Creek West sanitary sewer interceptor line connection fee.

b.) Ordinance No. 8193, incorporating by reference the “Subdivision Regulations for Lawrence and the Unincorporated Areas of Douglas County.

c.) Ordinance No. 8190 establishing no parking along the south side of University Drive from Crestline Drive, east to its end.

d.) Ordinance No. 8191 establishing two handicapped parking spaces in front of New York School.

e.) Ordinance No. 8189 establishing an all-way stop at the intersection of Fourth and Maine streets.

¢ Approve unanimous recommendation from the Traffic Safety Commission to install pavement markings and signing at the DeVictor Park Trail Crossings on Harvard Road.

¢ Approve a special use permit providing for the Southeast Lawrence Benefit District No. 1 Pump Station, near the northeast corner of the intersection of East 1700 and North 1300 Roads. Submitted by Peridian Group Inc. for the city of Lawrence, property owner of record.

¢ Approve a request to rezone a tract of land approximately 537.70 acres from GPI (General Public & Institutional Use) District to GPI-FP (General Public & Institutional Use) Floodplain Overlay District. The property is located near North 1175 Road and East 1600 Road. Submitted by Barlett & West for the city of Lawrence, property owner of record.

¢ Adopt Resolution No. 6744 declaring the necessity to acquire necessary property interests and authorizing a survey and description of the land or interests to be condemned for the construction of gravity sanitary sewer lines from north of West Sixth Street and the South Lawrence Trafficway, north and east along Baldwin Creek to Pump Station 48.

¢ Authorize the city manager to execute a ground lease with Kansas Athletics Inc. for a boat house facility in Burcham Park.

¢ Authorize use of the city streets and waiver of city costs associated with support of the half marathon and 5K race on Sunday, April 20, 2008.

¢ Authorize the city manager to enter into an investment advisory agreement with Public Financial Management, Inc.

¢ Authorize the mayor to execute the required agreements related to city participation (along with the Kansas Biosciences Authority, the Lawrence-Douglas County Biosciences Authority and Douglas County) in the sale of the property and building located at 3813 Greenway Drive from Douglas County Development Inc. to Deciphera Pharmaceuticals LLC.

¢ Conduct public hearing to consider Ordinance No. 8138, establishing the maximum assessments for the construction of Stoneridge Drive, Overland Drive to Sixth Street, and Ordinance No. 8137, establishing the maximum assessments for the construction of Overland Drive from Queens Road to Stoneridge Drive.

¢ Consider denial of request to establish an adult crossing guard at the intersection of Bob Billings Parkway and George Williams Way.

¢ Discuss the proposed alignments of the South Lawrence Trafficway and consider directing staff to draft a letter from the city to appropriate state and federal officials.
