Oread Inn issues up for approval

Bottom line

City commissioners will consider approving rezoning and special financing provisions for The Oread Inn, a proposed hotel project planned for 12th and Indiana streets near Kansas University.

Background

The project – proposed by members of the Gene Fritzel Construction Co. – has received a negative recommendation from the Historic Resources Commission, which said the proposed hotel, at seven stories tall, would not fit in with the neighborhood. The project received a positive recommendation from the Planning Commission. In addition to the zoning and planning issues, the city will be asked to consider allowing the project to use Tax Increment Financing and Transportation Development District financing. The financing would allow about $10 million of the future tax revenues generated by the project to be used for infrastructure improvements such as parking and road improvements.

¢ Consider authorizing the city manager to enter into a design/build services contract with the design/build team of CAS Construction Professional Engineering Consultants in the amount of $3,908,000 for the construction of the West Baldwin Creek Sanitary Sewer Interceptor Project in accordance with the recommendations in the 2003 Wastewater Master Plan.

¢ Consider the following items related to the proposed Oread Inn project (12th Street and Oread Avenue):

a.) Conduct a public hearing for the appeal of the Historic Resources Commission determination for DR-07-93-07 and the new construction proposed for the site, if appropriate.

b.) Consider making a determination to issue a certificate of appropriateness for the demolition of the structures located at 1140 Ind., 1142 Ind., 1144 Ind. and 618-620 W. 12th St., and the new construction proposed for the site.

c.) Consider approval of the requested rezoning and direct staff to draft ordinance for a request to rezone a tract of land approximately .746 acres, from CN1 (inner neighborhood commercial) & RM32 (multi-dwelling residential) to PCD-2 (planned commercial development). The property is located at 618 W. 12th St.

d.) Consider approval, subject to conditions and use restrictions,, a preliminary development plan for Oread Circle (Oread Inn), located at 618 W. 12th St. The plan proposes mixed-use residential and commercial development.

e.) Consider a proposed agreement whereby the proposed Oread Inn developer agrees to provide funding for the city’s cost associated with bond counsel work and the feasibility study up to $25,000 for possible tax increment financing and/or transportation development district financing for improvements related to the proposed Oread Inn.

¢ Consider approval, subject to conditions and use restrictions, a preliminary development plan for Pine Ridge Plaza, located at 3215 Ousdahl Road. The plan proposes the construction of a 13,500-square-foot commercial business in multiple phases.

¢ Consider approval of the requested rezoning for a request to rezone a tract of land approximately .499 acres, from IG (general industrial) to CS (strip commercial). The property is located at 612 & 616 N. Second St.
