Former city manager of Ottawa held in rape case

A former city manager in Ottawa who resigned three weeks ago remained in jail Friday on rape charges.

Weldon M. Padgett, 47, has been in the Franklin County Detention Center in Ottawa since authorities arrested him Wednesday.

In the charges filed by Franklin County Attorney Heather Jones and state Assistant Attorney General Nola Wright, Padgett allegedly attacked the woman while she was unconscious or physically powerless.

A series of incidents occurred between August and Feb. 7, according to court documents.

Padgett is being held on $100,000 bond.

Special agents from the Kansas Bureau of Investigation took part in the investigation.

The Ottawa City Commission accepted Padgett’s resignation on March 9, which came after a protective order was filed against Padgett in February.

Padgett had been Ottawa’s city manager since 2002. Before working in Ottawa, he was employed in Bonner Springs, where he had been the city manager since 1999.

Wynndee Lee has been serving as the acting city manager in Ottawa since Padgett’s resignation.
