Demolition permit to be considered

Bottom line

City commissioners are being asked to issue a demolition permit for a vacant home at 1019 Ky. The city’s Historic Resources Commission unanimously agreed to deny the demolition request.

Background

The Historic Resources Commission agreed that it may be difficult to feasibly and economically renovate the dilapidated home. But the HRC said it had to deny the plan because standards suggest that a new structure should be built on the site. The property owner, Ellie LeCompte, wants to use it for green space and a small parking lot to accommodate nearby properties.

Consent agenda

¢ Approve City Commission meeting minutes from Feb. 6.

¢ Receive minutes from various boards and commissions.

¢ Approve all claims. The list of approved claims will be posted to the agenda the day after the City Commission meeting.

¢ Approve licenses as recommended by the Department of Administrative Services.

¢ Approve appointments as recommended by the mayor.

¢ Bid and purchase items:

a.) Authorize the city manager to execute a contract agreement and purchase order with Utility Maintenance Contractors LLC in the amount of $531,923.72 to complete the Cured-in-Place-Pipe Project.

b.) Award bid for the 24th and Crossgate/Harvard and Wakarusa Sanitary Sewer Rehabilitation Project to Ace Pipe Cleaning Inc. for $121,338.48.

c.) Authorize the city manager to enter into an engineering service agreement with Bartlett & West Engineering for surveying, master planning and design development services for the Burroughs Creek Trail & Linear Park for $50,000.

d.) Approve purchase of one street sweeper for the Public Works Department from Key Equipment Co. for $138,167.35.

¢ Adopt the following ordinances on second and final reading:

a.) Ordinance No. 7829, rezoning of 0.93 acre from RS-1 (Single-Family Residential) District to IG (General Industrial) District. The property is at 724 N. Iowa.

b.) Ordinance No. 8062, annexing 1.14 acres of property west of Franklin Road and north of 25th Street Terrace.

c.) Ordinance No. 8074, granting the fire chief or his designee certain authority regarding the demolition of unsafe structures that pose an immediate hazard.

¢ Adopt the following resolutions:

a.) Resolution No. 6690, amending city policy with regard to employee organizations.

b.) Resolution No. 6705, authorizing the mayor to sign the application for the 2007 Emergency Shelter Grant from the city to the state of Kansas.

¢ Approve unanimous recommendation from the Traffic Safety Commission for the following:

a.) Deny request for a stop sign at Harvard Road and Sunset Drive.

b.) Deny request for a multiway stop sign at Arrowhead Drive and Peterson Road.

c.) Establish no parking along the east side of Sunset Drive between Ninth Street and Broadview Drive.

d.) Rescind disabled parking in front of 714 Ala.

¢ Approve a request from Headquarters Counseling Center to place signs in the city right of way on Clinton Parkway, on either side of Inverness Drive, on April 28.

¢ Approve a request from the Pilot Club Antique Show to place signs in the city right of way at 23rd and Harper streets, on March 2-4.

¢ Receive 2006 year-end report from Bert Nash Community Mental Health Center regarding case management for homelessness.

¢ Authorize the mayor to sign a release of mortgage for Amy Summers, 714 Ala.

¢ Conduct public hearing regarding the structure at 1019 Ky., and make a determination whether there is a feasible and prudent alternative to the proposed demolition of the structure and whether the proposed demolition includes all possible planning to minimize harm to the listed property.

¢ Consider staff recommendation on reuse of the old Fire Station No. 2 (1839 Mass.) and the old Fire Station No. 4 (2819 Stonebarn Terrace).

¢ Consider recommendation from the Traffic Safety Commission to construct traffic-calming devices along Trail Road between Lawrence Avenue and Kasold Drive.
