Public transit levy to be discussed

Bottom line

City commissioners are scheduled to finalize the 2008 budget and several city fees at Tuesday night’s meeting.

Background

Commissioners are considering approval of a budget that raises the public transit levy by 0.425 mills but keeps the general mill levy steady. Even with the increase, cuts in hours to the city’s public transit system would be required. To keep the general fund mill levy steady, commissioners will have to deny a $250,000 request for the WRAP program run by Bert Nash Community Mental Health Center.

Further cuts in the budget are possible because when commissioners met two weeks ago, some said they were not comfortable with a property tax rate increase.

In addition to the budget, commissioners are being asked to approve new swimming pool fees that increase child, teen and senior citizen rates to $3 and adult rates to $4.

Commissioners also are scheduled to approve a 6 percent increase in sewer rates and a 5 percent increase for water rates. Also, residential trash collection rates are scheduled to go up 49 cents per month.

¢ Bid and purchase items:

a.) Award comprehensive housing rehabilitation bid for 1100 Highland Drive to Old Home Store Inc. for $26,260.

b.) Approve final construction contract change order of $144,507.43 for street, storm sewer and waterline improvements on Kasold Drive from 22nd Street to Bob Billings Parkway.

¢ Adopt the following resolutions:

a.) Resolution No. 6731, authorizing the issuance of bonds for the North Second and Locust streets project for $210,000.

b. Resolution No. 6732, setting a public hearing date of Oct. 2 to discuss the condition of structures at 1230 N.Y., consider declaring the structures unsafe and dangerous, and order the unsafe condition to be removed.

c.) Resolution No. 6733, authorizing the issuance of general obligation bonds for additional traffic control, pavement marking and signal loop replacement on Kasold Drive between 22nd Street and Clinton Parkway.

¢ Adopt comprehensive plan amendment to Chapter 14 of Horizon 2020 to incorporate existing and future specific plans as comprehensive plan policy, with the inclusion of the East Lawrence Plan.

¢ Approve license agreement for Voelker property at North Sixth and Walnut streets to construct a driveway in public right of way.

¢ Authorize the mayor to sign subordination agreements for Tammie Sue Powers, 1069 Home Circle, and Trent and Wendi Georgie, 1206 W. 29th Court.

¢ Receive second-quarter case management report from Bert Nash Mental Health Center.

¢ Approve as signs of community interest Meals on Wheels Garage Sale signs in various locations Saturday.

¢ Approve variance request for Lots 1 and 2 of Golf Club No. 2 Subdivision allowing existing private sanitary sewer lines to remain in the public right of way for a length greater than 15 feet and allowing the two private service lines to combine prior to connection to the public sewer main.

¢ Receive city manager’s report.

Regular agenda

¢ Conduct public hearing to establish the maximum assessments for the development of Oregon Trail Park. The approximately 4.3 acres will contain a recreation path/trail, playground area and pond that will also provide stormwater detention. An additional improvement includes an open channel for drainage.

¢ Conduct a public hearing on the proposed 2008 city budget, and approve budget and various fees for 2008.

¢ Consider rezoning requests and preliminary development plan related to proposed Wal-Mart development at the northwest corner of Sixth Street and Wakarusa Drive.
