Hall near Vinland to become reception center

Stony Point Hall southwest of Vinland will become a reception center under a conditional use permit approved Wednesday night by Douglas County commissioners.

The hall is on property at 1514 North 600 Road owned by Russell and Lucretia Carlson. The Carlsons said they planned to spend up to $400,000 to renovate the building and meet the conditions specified by county building and health codes and other legal requirements.

While county officials said they had no problem approving the Carlsons’ request, other property owners making similar requests in the past have not always lived up to county requirements, said Keith Dabney, director of the Douglas County Zoning and Codes Department.

Dabney said there have been projects that were approved for renovation but property owners then balked at spending the large sums of money sometimes required to bring a building into compliance with building codes, health codes and disabilities requirements. The county then has to take court action, he said.

Commissioners Bob Johnson and Charles Jones directed that documents make it clearer that the requirements must be met, including a conversation with Dabney, if necessary. Commissioner Jere McElhaney was absent because of a personal business matter.

Concerning an unrelated matter, Johnson and Jones tabled requests for the county to take over road maintenance in two subdivisions: County Road North 1928 in Beaver Creek Estates subdivision and roads in the Raeta subdivision on North 1634 Road east of Douglas County Route 442.

Jones said he wanted an agreement prepared with townships that once the county takes over maintenance of a road, the county also gets money that is allocated to the townships through a mill levy for road maintenance.

In other business:

¢ Commissioners approved a conditional use permit for remodeling of a well house for Osage Rural Water District 5.

¢ Commissioners approved a contract with LRM Industries Inc. of Lawrence to supply 5,001 tons of asphalt at $33.25 per ton; and a contract with Asphalt Sales of Lawrence to supply 1,000 to 5,000 tons of asphalt at $37 per ton.
