Background

Several neighbors who live near the homeless shelter have complained of loitering and trespassing problems that they say are caused by shelter guests. The city’s Community Commission on Homelessness has reviewed the shelter’s operations and is recommending a five-year extension of the permit. It is seeking to have the shelter work with a new Community Cooperation Committee, that will include neighbors who have concerns about the shelter. The homeless commission also is seeking the shelter to develop a “Good Neighbor Agreement” describing the responsibilities of both the shelter and the neighbors.

a.) an ordinance establishing the City Commission quorum at four commissioners.

b.) an ordinance creating a city misdemeanor offense for possession of marijuana.

c.) an ordinance providing an additional exception to the prohibition against the possession of certain firearms within close proximity to drinking establishments. The amendment would allow the Douglas County Rifle and Pistol Club to continue using a portion of the Community Building, 115 W. 11th St., as a firing range.

¢ approve on second and final reading an ordinance amending the city code governing cereal malt beverage licenses to comply with state law.

a.) a resolution appointing Mayor Highberger as the city’s designee to the Board of Directors of the Lawrence-Douglas County Biosciences Authority.

b.) a resolution authorizing the mayor to sign the application for the 2006 Emergency Shelter Grant.

¢ accept dedication of easements and rights of way for a Final Plat for Mary’s Lake Addition, a 39-lot single family residential subdivision north of 31st Street and east of Haskell Avenue.
