Background

Several neighbors who live near the homeless shelter have complained of loitering and trespassing problems that they say are caused by shelter guests. The city’s Community Commission on Homelessness has reviewed the shelter’s operations and is recommending a five-year extension of the permit. It is seeking to have the shelter work with a new Community Cooperation Committee, that will include neighbors who have concerns about the shelter. The homeless commission also is seeking the shelter to develop a “Good Neighbor Agreement” describing the responsibilities of both the shelter and the neighbors.

The amendment would allow the Douglas County Rifle and Pistol Club to continue using a portion of the Community Building, 115 W. 11th St., as a firing range.
