City commissioners will consider approving a site plan for a new Salvation Army homeless shelter and community complex for the west side of Haskell Avenue between Lynn and Homewood streets.

Background

The Salvation Army project has been planned for several years and previously was granted approval by city commissioners. But the project’s site plan has expired, and now neighbors in the area want to add new conditions to the project that would address concerns that they raised when the project was first proposed. The conditions would limit the ability of the Salvation Army to offer a free meal program at the site and also limit other activities that could occur there.

c.) An ordinance rezoning 0.34 acres from M-2 (General Industrial) District to RS-2 (Single-Family Residence) District; 824 Garfield St. & Property Abutting 827 Garfield St.

¢Approve findings of fact for the following Mercato Rezonings that were approved at the May 9 City Commission meeting and authorize ordinances to be drafted:

a.) 45.31 acres from A (Agriculture) to PCD-2 (Planned Commercial Development) District;

b.) 31.12 acres from A (Agriculture) to RO-1A (Residence-Office) District;

c.) 25.82 acres from A (Agriculture) to RS-2 (Single-family Residential) District;

¢ Authorize distribution of Request for Proposals for the development of a traditional neighborhood design code.

¢Authorize the write-off of certain water, sewer, sanitation and miscellaneous receivables deemed uncollectible by the Finance Department for the period of Jan. 1, 2004 through December 31, 2004. The total requested write-off is $114,018 for 753 utility billing customers and $16,820.93 for 52 miscellaneous receivable accounts.
