Carnegie Library’s future to be discussed

Bottom line

City commissioners will hear proposals from two groups to use the vacant Carnegie Library building at Ninth and Vermont streets. The city’s Parks and Recreation Department has proposed that the building be used for classroom space. The nonprofit Americana Music Academy has proposed to make the building its home, and convert the building into an Americana and folk music center.

Background

Commissioners also will receive a report from architect David Dunfield on what improvements are needed to the building. A small addition will need to be made to back of the building to house an elevator, bathrooms and other improvements to make the building compliant with the American with Disabilities Act.

c.) authorize the city manager to begin contract negotiations with Matrix Consulting Group for a project involving a review of the city’s development process.

d.) approve purchase from Key Equipment Co. for one street sweeper for $140,010.73.

e.) authorize payment to Construction Services Bryant, Inc. for $18,568 for the construction of shared access drive between Long John Silvers and Mongolian BBQ on 23rd Street.

f.) set bid date of Feb. 21 for 2006 Crack Seal Program.

g.) authorize city manager to negotiate a contract with Bert Nash Community Mental Health Services in the amount of $160,000 for case management services for the homeless.

h.) approve least of two backhoes for Public Works Department for three years from Murphy Tractor Co. for $75,414.82.

i.) approve purchase from Knapheide Truck Equipment for truck beds, hydraulics, spreaders and plows for Public Works Department for $32,484.

¢ adopt the following on first reading:

a.) ordinance designating Hobbs Park as a landmark on the Lawrence Register of Historic Places.

b.) an ordinance designating Fire Station No. 2, 1839 Mass., as a landmark on the Lawrence Register of Historic Places.

c.) an ordinance designating Grover Barn, 2819 Stone Barn Terrace, as a landmark on the Lawrence Register of Historic Places.

¢ adopt resolution pledging city matching funds in the amount of $1.321 million to the Kansas Department of Transportation for improvement of the Kasold Drive bridge over the Kansas Turnpike.

¢ accept dedication and easements for:

a.) final plat of Pioneer Ridge Golf Estates, a three-lot single family residential subdivision at 408 Homestead Drive.

¢ refer to Lawrence-Douglas County Planning Commission possible annexation of 97 acres of Corps of Engineers property leased by the city for Sesquicentennial Point.

¢ authorize mayor to sign release of mortgage for Loman and Estalene Lathrom, 524 N. Seventh Street, and Christopher Griggs, 1808 Atherton Court.

¢ approve request from Pilot Club International to put directional sings on the U.S. Bank property at 23rd and Harper streets from March 3 to March 5.

Regular Agenda

¢ conduct a public hearing on a tax abatement request for Berry Plastics. Commissioners approved the abatement at an earlier meeting but must hold another hearing to meet state requirements.

¢ receive report from architects concerning status of architectural plans of the Carnegie Library building, and receive responses concerning possible uses of the building.

¢ consider possible debt funding for the city’s share of improvements to Stoneridge Drive south of W. Sixth Street.

¢ receive report on Pavement Management Program and 2006 street repair projects.
