Police make arrest in Ottawa shooting

A Lawrence woman was arrested and booked into Franklin County Jail on Friday under suspicion of shooting a witness earlier this week in Ottawa.

Lisa K. Winter, 38, was booked into jail just before 6 p.m. under suspicion of attempted murder, Franklin County Jail officials said Friday. She has not been formally charged.

About 9:45 a.m., a call came in from the office of Kansas Social and Rehabilitation Services, 1901 Del., saying that Winter, who at the time was wanted for questioning in relation to the shooting case, was in the building.

A few minutes later, Lawrence police detectives arrived at the office, walked out with Winter and drove away with her in the front seat.

“Detectives here have been assisting detectives (in Ottawa),” said Capt. Ray Urbanek, a Lawrence police spokesman.

Police on Thursday had asked for the public’s help with finding Winter, then a “person of interest” in the shooting Tuesday night of Michael S. Miller, Ottawa.

Miller was scheduled to take the witness stand the following day in an aggravated-battery trial in Douglas County District Court.

Miller was found Tuesday night lying in the street with numerous gunshot wounds near the 1500 block of South Hickory Street in Ottawa.

He is being treated at an undisclosed hospital.
