Bottom line

City commissioners will discuss what standards they want to use when evaluating proposals from the private developers interested in partnering with the city on the construction of a new downtown library.

Background

Commissioners have asked developers to submit proposals on possible public-private partnerships. Commissioners have set some general guidelines, such as the project must be downtown, but have not formally decided on how to evaluate the proposals. The proposals are due May 4.

¢ Approve City Commission meeting minutes from April 4.

¢ Bid and purchase items:

¢ Adopt the following ordinance on first reading:

a.) Ordinance No. 7989, authorizing the consumption and possession of alcoholic beverages at Eagle Bend Golf Course on Friday, May 5, for the Lawrence Chamber of Commerce Start Here Golf Tournament.

¢ Approve unanimous recommendation from the Traffic Safety Commission for the following:

a.) Establish “no parking” along the west side of Stewart Avenue from 19th Street, south 500 feet.

b.) Establish “no parking” along the south side of Ninth Street between Pennsylvania and New Jersey streets.

c.) Ordinance No. 7992 establishing “no parking” along the west side of Stewart Avenue from 19th Street, south 500 feet, and establishing “no parking” along the south side of Ninth Street between Pennsylvania Street and New Jersey Street.

¢ Adopt Resolution No. 6643, authorizing the issuance of General Obligation Bonds in the amount of $700,000 for certain main trafficway improvements.

¢ Approve temporary use permit for a Motorcycle Show at Slow Ride Road House, 1350 N. Third St., from 11 a.m. to 3 p.m. June 10.

¢ Authorize the mayor to sign a Subordination Agreement for Retha Beebe, 2708 Rawhide Lane.

¢ Authorize city manager to execute project agreements for a Design Review Intern ($12,782) and for Downtown Design Guidelines ($10,211).

¢ Receive city manager’s report.

Regular agenda

¢ Consider recommendation from the Traffic Safety Commission to install stop lines on each approach to the intersection of Ninth Street and Connecticut Street.

¢ Receive staff report concerning evaluation process for responses to the Request for Proposals for the possible expansion of the Lawrence Public Library.

¢ Receive staff report on City noise ordinance and consideration of possible amendment to noise ordinance concerning construction noise issues. This memorandum follows up on a public meeting on general noise ordinance items conducted in March and the construction noise issue that has been discussed for a number of months.

¢ Consider motion to recess into executive session for approximately 30 minutes for the purposes of: 1) discussion with attorneys for the City on matters which would be deemed privileged under the attorney-client relationship; and 2) matters related to employer-employee negotiations. The regular meeting will resume in the Commission meeting room.
