Highlights from the Kansas Legislature

Highlights of Tuesday’s activities at the Kansas Legislature:

— Gov. Kathleen Sebelius proposed a state budget with almost no new money for public schools, keeping a promise to leave drafting an education funding plan to legislators.

— The governor’s proposed budget includes additional money for higher education and social services and anticipates that health care for prison inmates will cost more.

— Most state employees would receive a 2.5 percent pay raise under the governor’s budget recommendations. The average raise for university faculty would be 3.4 percent.

Also:

— The governor said she still questioned amending the Kansas Constitution to ban same-sex marriage but said lawmakers should move quickly if they consider the idea.

— State Board of Education members pledged to fight any legislative efforts to lessen academic standards to avoid paying more for education.
