City commissioners will receive an update on companies that have received property tax abatements from the city.

Background

The city’s Public Incentives Review Committee has prepared a report outlining the number of jobs and wages that companies that have received abatements are offering. Several of the companies had either fewer jobs or lower wages than predicted when the companies applied for an abatement. The committee is seeking further direction from the commission.

¢ bid and purchase items:

a.) authorize staff to purchase a quint fire engine from Midwest Vehicle Professionals Inc. in the amount of $685,671.

b.) waive architect’s estimate and accept lowest bid from Champion Builders for the construction of Fire/Medical Station No. 4 in the 1800 block of Wakarusa Drive in the amount of $2,281,240 for design and construction of project.

c.) award bid to recarpet certain high traffic areas of the Lawrence Public Library, 707 Vt., to Commercial Floorworks Inc. for $25,975.

¢ adopt the following on first reading:

a.) an ordinance adopting the 2005 Standard Traffic Ordinance.

b.) an ordinance allowing the possession and consumption of alcoholic beverages at Watson Park on Sept. 4 for a wedding reception.

c.) an ordinance allowing the temporary sale, possession and consumption of alcoholic beverages at Burcham Park on Sept. 10 for the Brewgrass musical festival.

d.) an ordinance allowing the temporary sale, possession and consumption of alcoholic beverages at South Park on Sept. 10 as part of Oompahfest.

¢ adopt on second and final reading:

a.) an ordinance establishing solid waste rates for 2006.

b.) an ordinance establishing water and sewer rates for 2006.

c.) an ordinance establishing the 2006 city budget.

d.) an ordinance appropriating and budgeting property tax revenue for the 2006 budget.

e.) an ordinance establishing special assessments for the Riverside Benefit District.

¢ adopt findings of facts and approve rezoning requests for:

a.) 3.973 acres from A agricultural to RS-2 single family. The property generally is located at the southeast corner of Wakarusa Drive and Eisenhower Drive.

b.) 11.165 acres from A agricultural to RM-1 multiple family. The property is located west of Wakarusa Drive and east of Eisenhower Drive.

c.) 3.2677 acres from RM-1 multiple family to POD-1 planned office development. The property is located east of Wakarusa Drive and north of Harvard Road.

¢ approve the following recommendations from the Traffic Safety Commission:

a.) construct speed humps on Lawrence Avenue between Ninth Street and Harvard Road;

b.) amend school crossing control policy to permit installation of flashing beacons at locations with adult crossing guards where the crossing is not otherwise protected by stop signs or traffic signals;

c.) move the flashing beacons at Kentucky Street adjacent to Cordley School to 19th Street adjacent to Cordley School.

¢ authorize a grant request to Kansas Department of Transportation in the amount of $73,469 for funding a Pedestrian Safety Campaign.

¢ receive city manager’s report.

¢ discuss the annual report of the Public Incentives Review Committee regarding tax abatements.

¢ receive a comprehensive plan amendment that would add a new rural planning chapter to Horizon 2020.

¢ consider rezoning request for 26.711 acres from RS-2 single family to RM-D duplex. The property is located north of Harvard Road and east of George Williams Way.

¢ consider approving rezoning request for 7.4 acres from A agricultural to RM-1 multifamily and 4.2 acres from A agricultural to RM-2 residence office. The property is located south of Sixth Street and west of Stoneridge Drive, extended.

¢ consider approving recommendations from the Traffic Safety Commission to permanently establish no left turns from 4 p.m. to 6 p.m. Monday through Friday on 23rd Street at Ohio, Tennessee, Vermont and New Hampshire streets and Learnard Avenue; and establish no left turns from 7 a.m. to 9 a.m. Monday through Friday at the same locations on a 90-day trial basis.
