Background
The Lawrence Community Land Trust, an outgrowth of the Tenants to Homeowners program, is seeking money to start a land trust program.
A land trust creates a unique home-ownership arrangement designed to significantly reduce the amount of money low- to moderate-income residents must borrow from a lender. People who participate in a land trust own only the house and structures on the land. The trust owns the land.

Consent agenda
- Approve City Commission minutes from Nov. 9 and Nov. 16 meetings.
- Receive minutes from various boards and commissions.
- Approve all claims.
- Approve drinking establishment license for Pizzeria Uno Chicago, 3333 Iowa, and Class A club license for Lawrence Country Club, 400 Country Club Terrace.
- Act on following bid and purchase items:
a.) Reject all comprehensive housing rehabilitation bids for 2236 East Drive and 811 E. 11th St. due to bids exceeding staff estimates.
b.) Authorize city manager to execute the relocation, reimbursement and encroachment agreement with Southern Star Pipeline for the construction of Monterey Way and the intersection of Monterey Way and Peterson Road in the amount of $234,454.
c.) Authorize city manager to enter into an engineering contract with Bartlett & West Engineers in the amount of $238,454.30 for completion of engineering services for street, storm sewer and sidewalks on Kasold Drive from Bob Billings Parkway to 22nd Street.
d.) Authorize the city manager to enter into an engineering contract with Bartlett & West Engineers in the amount of $58,932.85 for engineering services for the replacement of the waterline on Kasold Drive from Bob Billings Parkway to 22nd Street.
e.) Set bid date of Dec. 14 for 15th Street and Lawrence Avenue Stormwater Improvements.
- Adopt ordinance on first reading to authorize the condemnation of property interests (Wright tract) for the improvements of Folks Road.
- Adopt ordinance on second and final reading issuing $1.14 million in industrial revenue bond funding for Martin Logan Ltd.
- Adopt the following resolutions:
a.) Resolution authorizing the issuance of $250,000 in general obligation bonds for the design and construction of roundabout at 19th and Louisiana streets.
b.) Resolution authorizing the issuance of $200,000 in bonds for intersection improvements at Bob Billings Parkway and Wakarusa Drive.
c.) Resolution authorizing the issuance of $3.75 million in general obligation bonds for the reconstruction of Kasold Drive from Bob Billings Parkway to West 22nd Street.
- Authorize mayor to sign subordination agreement for Shari Bradt, 422 Miss.
- Receive draft annexation agreement for property at the southwest corner of West Sixth Street and Kansas Highway 10. Refer to Lawrence-Douglas County Planning Commission for recommendation.
- Authorize city manager to enter into a lease/site agreement with Southwestern Bell Wireless/Cingular Wireless for space on and under the city's Stratford Road water tower.
Regular agenda
- Consider approving minimum standards for the Lawrence Municipal Airport as recommended by the Aviation Advisory Board.
- Receive staff memo and proposed ordinance regarding blasting operations within the city.
- Receive and discuss the Lawrence Community Land Trust concept.
