City commissioners will discuss a rezoning request and preliminary development plan for Parnell Park Affordable Single-Family Homes at 1503 Haskell Ave.

Background

The development would include 35 single-family homes on about 5.5 acres at the southwest corner of 15th Street and Haskell Avenue. Neighbors in the area had several questions about the development, including how developers would seek to have the homes occupied and ensure it wouldn't be converted into a rental community. The Lawrence-Douglas County Planning Commission voted to recommend approval of both the rezoning and preliminary development plan.

¢ Adopt on first reading an ordinance authorizing issuance of $1.14 million in industrial revenue refunding bonds for Martin Logan Ltd. This is a refunding of a 1999 issuance and does not alter the tax abatement provided for the project.
¢ Adopt the following ordinances on second and final reading:
a) Ordinance rezoning 90 properties in the Western Hills Neighborhood from RS-1(Single-Family Residential) to RS-E (Single-Family Estate)
b) Ordinance establishing a temporary building permit moratorium for the development of the East Lawrence rail corridor plan.
¢ Adopt resolution authorizing condemnation of property interests for improvement of Folks Road.
¢ Receive Planning Commission recommendation regarding city acquisition of park land adjacent to Mary's Lake. Direct staff to proceed with purchase negotiations.
¢ Authorize mayor to execute amendment to memorandum of understanding with International Association of Firefighters Local 1596 regarding vacation leave.
