Bottom line

Lawrence city commissioners will consider approving a temporary building permit moratorium for an area surrounding the abandoned Burlington Northern Santa Fe rail corridor in East Lawrence.

Background

Commissioners last month gave preliminary approval to the moratorium idea after representatives from the Barker, East Lawrence and Brook Creek neighborhood associations said it was needed to allow future development in the area to be properly planned. The ordinance commissioners will consider will put the moratorium in place for 12 months and will allow any projects that had plans submitted to city officials prior to Oct. 26 to continue. Home and business owners in the area who needed to make repairs to their property also would be allowed to apply for a building permit during the moratorium period.

  • Approve city commission minutes from Nov. 2 meeting.

3) Award bid to replace 615 feet of the Clinton Parkway Bike Path to Morgan Concrete Services for $27,029.

4) Authorize city manager to execute contract with Bartlett and West Engineering for North Lawrence Pump Stations Nos. 1, 2 and 3 design and construction services in an amount not to exceed $313,702.

5) Award bid for the biosolids basin cover to CAS Construction in the amount of $339,900.

6) Set bid date of Dec. 14 for 23rd Street and Haskell Avenue stormwater mitigation pond.

  • Adopt following ordinances on first reading:

1) Ordinance rezoning properties in the Western Hills neighborhood from RS-1 (single-family residential) to RS-E (single-family residence estate).

  • Adopt following ordinances on second and final reading:

1) Ordinance rezoning a tract of land approximately 2.6638 acres from A (agricultural district) to PRD-2 (planned residential development) The property is generally described as being located at the west side of extension of Folks Road, south of West Sixth Street. Submitted for First Management Inc., property owner of record.

2) Ordinance rezoning a tract of land approximately 1.33 acres from PCD-2 (planned commercial district) to PCD-2 with new restrictions. The property is generally described as being located at the southeast corner of West Sixth Street and Comet Lane. Submitted for David and Lisa Rueschhoff, property owners of record.

3) Ordinance annexing approximately 36,960 square feet located at East 1338 Road, Lot 4, Wells Acre Subdivision.

  • Accept dedications of easements and rights-of-way on the following plats:

1) Final plat for Diamondhead, a proposed residential subdivision and planned commercial development containing 96.563 acres located south of West Sixth Street and west of George Williams Way. Submitted for Diamondhead Limited Partnership, property owner of record.

2) Final plat for St. Margaret's Church addition, which contains 10 acres and is located at 5700 W. Sixth St.

3) Final plat for Westwood Hills fourth plat, a single-family residential development containing 1.833 acres north of Eisenhower Drive and west of Wakarusa Drive, extended.

4) Final plat for Apple Valley Subdivision No. 2, a proposed single family-development containing 0.407 acres at 865 Elm St.

  • Approve site plan for building addition and parking lot expansion at St. Margaret's Episcopal Church, 5700 W. Sixth St.
  • Receive notice from Kansas Development Finance Authority for planned issuance of approximately $43 million in revenue bonds for a new multidisciplinary research facility on the Kansas University campus.
  • Receive annexation request for approximately 13.3625 acres generally located north of Clinton Parkway and north of Lake Pointe Drive, extended. Refer request to Lawrence-Douglas County Planning Commission.

Regular agenda

  • Consider request from The Ecumenical Fellowship Inc. for funding of $5,000 for the 20th annual Martin Luther King Jr. celebration.
  • Receive information from Black & Veatch and city staff regarding rate alternatives for the city's water and wastewater system.
  • Consider adoption of ordinance establishing a temporary building permit moratorium for the development of the East Lawrence rail corridor plan.
