Funding for bicycle path sought

Bottom line

City commissioners are applying to receive a Kansas Department of Transportation grant to build a new bicycle and recreation path along the south side of Bob Billings Parkway from Kasold Drive to Engel Road.

Background

The project is expected to cost $385,000. The state would pay for 80 percent of the costs. The city would pay the remaining $77,000. If the city is awarded the grant, it will not receive money to begin the project until 2007.

Consent agenda

  • Approve city commission minutes from Oct. 26.

  • Award the following bids for the Neighborhood Resources Weatherization Program: attic insulation for 40 homes to Midwest Insulation Inc. for $20,244; weather stripping of doors for 27 homes to Billy Construction for $7,178.37; installation of storm windows for 30 homes to Wilson-Built for $23,296.97

Adopt the following ordinances on first reading:

  • Rezoning a tract of land approximately 2.6638 acres from A (agricultural) to PRD-2, (planned residential district). Property is generally located at the west side of the extension of Folks Road, south of West Sixth Street. Submitted for First Management Inc., property owner of record.
  • Rezoning a tract of land approximately 1.33 acres from PCD-2, with restrictions, (planned commercial development) to PCD-2 with new restrictions. The property is generally located at the southeast corner of Sixth Street and Comet Lane. Submitted for David and Lisa Rueschhoff, property owners of record.
  • Annexing approximately 36,960 square feet located at East 1338 Road, also known as North Minnesota Street, Lot 4, Wells Acre subdivision. The property owner is seeking permission to establish city sanitary sewer service.
  • Adopt resolution declaring the city of Lawrence is eligible to submit a Transportation Enhancement application to the Kansas Department of Transportation for use of funds set aside by the current transportation bill. The proposed project is to install a recreational bike path along the south side of Bob Billings Parkway from Kasold Drive to Engel Road.

Approve the following Traffic Safety Commission recommendations:

  • Deny request to establish no parking along both sides of Perry Street between North Fourth and North Fifth streets.
  • Deny proposal to move the no parking restriction on 24th Terrace east of Kasold Drive from the south side of the street to the north side of the street.
  • Approve the selection of Lowenthal Singleton Webb & Wilson as the firm for the 2004 Independent Audit for the city of Lawrence.
  • Authorize the mayor to sign a subordination agreement for Susan Bolton, 2015 Stratford Road.
