Sebelius may back off from special ed funding changes

? Gov. Kathleen Sebelius today indicated she was backing off a plan to change the way special education funding is distributed.

“This can easily come out of the plan,” Sebelius said.

Several larger schools districts, including Lawrence, Topeka and Wichita, would lose special education aid under Sebelius’ proposal.

The proposal is part of her overall $304 million spending increase for schools over three years.

Her measure would hurt districts with higher concentrations of special education students because it lumps special education funding with basic state aid per pupil.

Since unveiling the proposal, many legislators and school officials have complained about the special education part.

“It has never been my intent to propose any kind of cut in special education,” she said.

Sebelius said she was willing to consider changes to the special education portion of her overall education plan.
