The Lawrence City Commission will discuss issues concerning the Sixth Street and Wakarusa Drive area.

Background

The city has two pressing issues regarding that area. First, Wal-Mart has applied to build a 132,000-square-foot store on the northwest corner, but commissioners have said they were not inclined to allow that. Also, members of the West Lawrence Neighborhood Assn. have asked commissioners to rezone that corner so no stores can be built there in the short-term.

Bid and purchase items

  • Approve sole bid from Huxtable for the Lawrence Art Center HVAC maintenance in the amount of $36,936.
  • Approve sole bid from Huxtable for the Investigation and Training Center HVAC maintenance in the amount of $23,400.
  • Approve bid from Huxtable and Associates in the amount of $98,700 for security camera equipment and installation at the water treatment plants.

Adopt on first reading the following ordinances:

  • Ordinance No. 7633, annexing approximately 1.819 acres generally located at 1588 North 1400 Road.
  • Ordinance No. 7650 establishing requirements for traffic impact studies.

Adopt on second and final reading the following ordinances:

  • Ordinance No. 7646, establishing the Lawrence Sesquicentennial Commission. The Sesquicentennial Commission was established by City Commission motion in 1999. An ordinance is recommended to ensure that commission members can have Tort Claims Act protections.
  • Ordinance No. 7647, establishing no parking along the west side of Ousdahl Road from 25th Street south to the property line between 1603 W. 25th St. and 2515-17 Ousdahl Road.
  • Ordinance No. 7648, establishing a disabled-parking zone on the south side of Greever Terrace adjacent to Centennial School and in front of 2535 Belle Haven Drive.
  • Ordinance No. 7649, establishing a 50-foot bus parking zone on the east side of New Jersey Street north of 14th Street.
  • Receive recommendation from the Parks and Recreation Advisory Board and approve the naming of the ATSF tributary as “Burroughs Creek” on city maps. Authorize staff to request same designation through applicable federal government process.
  • Pursuant to Department of Utilities favorable recommendation, approve waiver from City Code Section 19-302 and allow Tuckaway Apartment addition, 2600 W. Sixth St., to have a single water meter.

Regular agenda

  • Consider adopting on first reading Ordinance No. 7639, rezoning approximately 11.726 acres from single-family district to planned residential district, property located on the northeast corner of 19th and Delaware streets.
  • Conduct public hearing on a proposed special-assessment benefit district for the improvement of Research Park Drive, beginning at West 15th Street and continuing south approximately 920 feet.
  • Receive staff report concerning public entity insurance policy renewals.
  • Consider motion to recess into executive session to 1) discuss matters relating to employer-employee negotiations and 2) consult with an attorney, which would be deemed privileged in the attorney-client relationship, for approximately 45 minutes.
  • Discuss issues concerning the Sixth Street and Wakarusa Drive area.
