Bottom Line

The Lawrence City Commission will consider cutting the city’s 2003 budget to adjust for a cutoff in state aid.

Background

Gov. Bill Graves decided late last year to cut $48 million in funding to local governments; city officials have said Lawrence would lose as much as $1.38 million as a result. City Manager Mike Wildgen has recommended deferring the planned hiring of additional police officers and firefighters to meet the budget.

  • Adopt on second and final reading Ordinance No. 7612, rezoning 5.58 acres from multifamily and duplex residential, to single-family residential district for Lots 1-6 and 19, Block 3, and Lots 24-31, Block 2, Pinnacle West Addition, 3900 block and 4000 block of West Eighth Street.
  • Authorize the mayor and city clerk to execute Supplemental Agreement No. 1 with the Kansas Department of Transportation, in the amount of $19,216, for Project No. 61-CP18-1298(S) Riverridge Road, from North Iowa to North Michigan streets, for engineering services for street and storm sewer improvements. This additional cost will be paid 80 percent by the state and 20 percent by the city.
  • Adopt findings of fact, approve text amendment, and authorize drafting of ordinances for placement on future agenda for TA-10-05-02, a text amendment to section 21-607.2(k) to revise the design standards for the length of a cul-de-sac in the city/county subdivision regulations.
  • Approve site plan for an office/warehouse building in the 1200 block of East 24th Street, subject to conditions. Submitted by Belot/Hartronft Associates LLC for Charles and Melissa Lynn, property owners of record.
  • Authorize the mayor to sign a subordination agreement for Caroline Pravecek, 3904 Willshire Drive.

  • Receive reports from staff and Aviation Advisory Board concerning proposed T-hangar project at Lawrence Municipal Airport. Consider project’s appropriateness utilizing adopted debt service policy. Authorize city manager to enter into a contract with Hamm Inc. for $821,403 to construct 20 T-hangar units at Lawrence Municipal Airport; set monthly rental rates for T-hangars; provide direction regarding suggested protocol for rental of the new units; direct staff to include T-hangar project in the CIP budget, if appropriate.
  • Consider appeal from Trimark Signworks of the Historic Resource Commission decision for a sign on the west elevation of the Intrust Bank at 901 Vt. Based on Downtown Design Guidelines, Historic Resource Commission recommends denial of this request.
  • Consider adopting findings of fact, approve rezoning request, and authorize drafting of ordinance for placement on future agenda for a request to rezone a tract of land 11.726 acres from single-family to planned residential district. The property is at 548 E. 19th St. Submitted by Peridian Group Inc. for James A. Slough, Villo Woods LLC (currently under contract), property owners of record.
  • Consider approving, subject to conditions and use restrictions, for preliminary development plan for Villo Woods Town Homes at 548 E. 19th St.
  • Discuss staff report and possible formation of a benefit district concerning the proposed repair/improvements to Crossgate Drive north of Clinton Parkway.
