Background

The commissioners will discuss an ordinance proposed by the Kaw Valley Living Wage Alliance.

It would require companies receiving tax breaks from the city to pay their workers at least 130 percent of the federal poverty level for employees with two dependents, or $9.53 an hour.

  • Approve City Commission meeting minutes of Aug. 8 and Aug. 12. Receive minutes from July 15 Parks and Recreation Advisory Board meeting; May 7 Board of Electrical Examiners and Appeals meeting; and July 9 Sister Cities Advisory Board meeting.
  • Approve all claims.

  • Ordinance No. 7685, to establish an all-way stop at Naismith Drive and Allen Fieldhouse Drive/Schwegler Drive.

Adopt on second and final reading the following ordinances:

  • Ordinance No. 7677, amending Section III of Ordinance No. 7515, pertaining to Phase II of a 50 percent exemption from ad valorem taxation on the appraised value of building expansion improvements and machinery and equipment used by Allen Press Inc. to read as follows: “The exemption from ad valorem taxation hereby granted shall begin with the taxes levied in the calendar year 2002.”
  • Ordinance No. 7676, establishing special assessments for the construction of sanitary sewer improvements at and near 23rd and Louisiana streets.
  • Ordinance No. 7679, adopting the 2004 city budget.
  • Ordinance No. 7680, determining the appropriateness of 2004 budget property tax revenues in an amount that exceeds the revenues budgeted and expended for budget year 2003.
  • Ordinance No. 7683, establishing water and sanitary sewer rates for 2004.
  • Ordinance No. 7678, establishing sanitation rates for 2004.
  • Charter Ordinance No. 36, establishing a 5 percent guest tax.

Adopt the following resolutions:

  • Resolution No. 6474, directing and ordering a public hearing Sept. 23 on the advisability of the construction of Monterey Way from the intersection of Peterson Road south about 2,700 feet to the existing northern terminus of Monterey Way.
  • Resolution No. 6482, amending Resolution 6469 establishing the Speed Hump/Speed Cushion Policy adopted May 13.

Approve site plans subject to conditions:

  • Moon Sports Bar and Apartment Complex, a site plan for the addition of an eight-unit apartment building and parking lot improvements at 821 Iowa west of Moon Sports Bar. Submitted by Landplan Engineering for Xin Li Liu; property owners of record.

  • Authorize the mayor to sign a statement of intent with the Kansas Department of Health and Environment to mitigate an illegal dump site on North Maine Street.
  • Authorize the mayor to sign a Subordination Agreement for David Blair, 1412 Brook St., and William Rich, 1512 E. 13th St.
