- Award bid No. 0316 for one front-load refuse truck for the Public Works’ Solid Waste Division to American Equipment for $118,980.00.
- Award bid No. 0317 for three rear-load refuse trucks for the Public Works’ Solid Waste Division to Roy Conley & Co., for $278,448.00.
- Award bid No. 0318 for two roll-off refuse trucks for the Public Works’ Solid Waste Division to Roy Conley & Co., for $181,840.00.
- Authorize the city manager to execute a supplemental service agreement with TranSystem for waterline design along 19th Street, from Massachusetts Street to Learnard Avenue, for $17,500.00.
- Authorize city manager to execute an engineering design contract with Bartlett and West Engineers for Project No. 57-CP13-802(BD), George Williams Way, Sixth Street to Harvard Road, street, storm sewer, and waterline improvements for $185,908.50.
Adopt on first reading the following ordinances:
- Ordinance No. 7616, enacting city code requirements for street vendor requirements in the downtown area.
- Ordinance No. 7622, annexing 53 acres of city-owned property by the Municipal Airport. Approved by the Douglas County Board of Commissioners on Feb. 3. Recommended for approval by the Planning Commission on April 23.
- Ordinance No. 7643, annexing approximately 1.02 acres generally located at 3015 W. 31st St.
Adopt on second and final reading the following ordinances:
- Ordinance No. 7636, authorizing the possession and sale of alcoholic beverages in Broken Arrow Park on May 9 and May 10, 2003.
- Ordinance No. 7637, designating East 965 Road (Douglas County Road Designation) as Yankee Tank Court.
- Approve request from Bob Dannevik to establish April 2004 as the deadline for the installation of remaining sidewalks in Briarwood Addition. Establishment of a new timeframe for installation was a condition of the preliminary development plan for Briarwood.
Approve the following unanimous recommendations from the Traffic Safety Commission.
- Establish no parking along the west side of Ousdahl Road from 25th Street south to the property line between 1603 W. 25th Street and 2515-17 Ousdahl Road.
- Establish a disabled parking zone on the south side of Greever Terrace adjacent to Centennial School.
- Establish a 50-foot bus parking zone on the east side of New Jersey Street, north of 14th Street.
- Establish a disabled parking zone in front of 2535 Belle Haven Drive.
Approve donation and location of Langston Hughes sculpture in Watson Park, with specific location within park to be determined later, pursuant to recommendations of Parks & Recreation Advisory Board and Lawrence Arts Commission.
Approve request from Douglas County Extension Master Gardeners to allow direction signs between the sidewalk and the right-of-way in various locations for the fourth annual Garden Tour.
Refer issue of renaming the “ATSF Ditch” as “Burroughs Creek” to the Parks & Recreation Advisory Board.
Authorize the mayor to sign a release of mortgage for Rex Gentry Jr., 300 N. Eighth St.
- City manager’s report.
Regular agenda
- Conduct bond and temporary note sale. Approve low bids. Declare an emergency allowing for first and second reading of the ordinances at this meeting. Consider adopting, on first and second reading, ordinance numbers 7645 and 7646. Adopt resolution numbers 6465, 6466, 6467 and 6468.
- Conduct public hearings on proposed maximum special assessments for the following benefit district projects: East 11th Street, East of Haskell Avenue; 16th Street between Wakarusa Drive and Research Park Drive; and Oread Center sanitary sewers.
- Receive staff report concerning KDOT Five-Year collector/arterial construction plan.
- Consider unanimous recommendation from the Traffic Safety Commission to adopt the policy on speed humps and speed cushions and consider unanimous recommendation from the Commission to construct speed humps on Arizona Street between Sixth Street and Eighth Street.
- Consider motion to recess into executive session to discuss the possible acquisition of real estate for approximately 20 minutes.
