Development at Sixth Street and trafficway considered

Bottom Line

The Lawrence City Commission will consider a request to rezone 92 acres of agricultural land on the southeast corner of Sixth Street and the South Lawrence Trafficway.

Background

Most of the land would be developed for residential and office use. The only controversial part of the proposal is to rezone 32 acres of the land for planned commercial development; developers say they need approval soon so they can work with local and state transportation officials to ensure a planned widening of Sixth Street is done with their project in mind.

  • Authorize city manager to execute engineering design contract with BG Consultants Inc. for Project No. 56-GI3-802 (BD), Sixth Street and Comet Lane geometric improvements, in the amount of $27,517.

Adopt the following ordinances on first reading:

  • Annexing 2.7 acres north of Riverridge Road and east of North Iowa Street, to be effective on and after Jan. 1.
  • Text amendment regarding the addition of physical fitness facilities to the private recreation description in the zoning code.
  • Amending the Uniform Mechanical Code regarding mechanical fireplace masters and mechanical fireplace contractors.
  • Adopt on second reading an ordinance designating Folks Road within the city limits as a main trafficway. This designation will allow for city debt financing of proposed improvements to this road.

Adopt the following resolutions:

  • Authorizing the sale on Dec. 17 of general obligation refunding bonds, Series 2003-A and general obligation sales tax refunding bonds, Series 2003-B.
  • Ordering the construction of sanitary sewers for Oread West No. 8. This resolution is being redone because the property in the earlier resolution has been replatted.
  • Ordering the construction of Research Park Drive beginning at 15th Street and continuing south approximately 920 feet connecting to existing Research Park Drive. The resolution is being redone because the property in the earlier resolution has been replatted.
  • Ordering the construction of 16th Street beginning at Wakarusa and ending at Research Park drives. This resolution is being redone because the property in the earlier resolution has been replatted.
  • Authorize staff to draft amendment to the Joint City/County Subdivision Regulations to require subdivision plats within the city of Lawrence to include all contiguous land under the same ownership.
  • Authorize mayor to execute supplemental agreement with the Kansas Department of Transportation for the construction of Sixth Street, Champion Lane to the South Lawrence Trafficway, regarding the dedication of easements on property that the city owns (future water tower property) which is needed for the construction of the shared access road to the St. Margaret’s Episcopal Church.

Approve the following unanimous recommendations from the Traffic Safety Commission:

  • Remove the bus loading zone on Elm Street adjacent to Woodlawn School and establish a bus loading zone from 7 a.m. to 4 p.m. on school days along the east side of Fifth Street from Elm Street south 190 feet.
  • Establish a 40 mph speed limit on Queens Road from Sixth Street north to the city limits.
  • Establish no parking along the north and east sides of Stoneback Drive.
  • Deny the request to lower the speed limit on Stoneback Drive.
  • Deny the request to install a stop sign on Stoneback Place at Stoneback Drive.
  • Remove the handicapped parking zone at 634 R.I.

Receive the following unanimous recommendations from the Traffic Safety Commission:

  • Receive recommendation to establish an adult crossing guard at the intersection of Arrowhead Drive and Peterson Road; refer to 2004 city budget consideration.
  • Receive recommendation of the construction of a permanent traffic-calming circle at the intersection of Century and Crestline drives; refer to staff for implementation report.
  • Approve request from DCDI to authorize the issuance of partial building permits for the construction of NCS Pearson addition at East Hills Business Park.
  • Authorize city manager to execute extension of lease agreement to Jan. 1, 2008, for The Shelter Inc., 342 Mo.
  • Authorize the mayor to sign a subordination agreement for Larry and Barbara Miller, 1325 E. 16th St.
