Background
Lawrence Open Shelter Inc. wants to open a summer shelter for people who have been drinking, as they are not allowed at the Salvation Army homeless shelter. But neighbors of the church have filed a protest petition with the city against the shelter. If the petition is found to be valid, the commission will need a 4-1 vote to approve the request.
