Registered sex offender from Oskaloosa charged with human trafficking and sex crime involving 15-year-old girl

An Oskaloosa man who was previously convicted of soliciting sex from a child was charged on Friday with human trafficking and a sex crime against a teenager.
The man, Kenneth John McClelland, 30, faces one felony count of aggravated human trafficking and one felony count of aggravated indecent liberties with a child, according to charging documents. The charges relate to an alleged incident on May 10 involving a 15-year-old girl.
McClelland was arrested on May 29 at his Oskaloosa home. If convicted of the human trafficking charge, he could be sentenced to more than 50 years in prison in accordance with Kansas sentencing guidelines.
McClelland was convicted in 2014 in Jefferson County of one count of aggravated solicitation of a child under the age of 14. He was granted probation in that case and was ordered to register as a sex offender for life. He was convicted in 2022 of two counts of violating the Kansas Offender Registration Act and was placed on probation for five years, according to court records.
