Man arrested after allegedly stealing a car in Kansas City, Missouri, and another one in Lawrence

A Kansas City, Missouri, man was arrested on Wednesday after police allege he stole one vehicle in Kansas City and another in Lawrence and nearly ran over the owner of one of the vehicles.

Brian Joseph Tebbe, 38, is charged in Douglas County District Court with one felony count of aggravated burglary and one felony count of aggravated assault, according to charging documents. He is also charged in Clay County, Missouri, with one felony count of vehicle hijacking.

The charges all relate to incidents on Wednesday morning. A probable cause report in support of Tebbe’s charge in Clay County alleges that Tebbe was standing on the roadside in the 4000 block of Kelsey Road in Kansas City, Missouri, when he threw a traffic cone out in front of a 72-year-old woman’s Subaru Forester.

The report said that the woman stopped and rolled down her window to ask why Tebbe had stopped her. It said Tebbe told her that the road was closed. Tebbe then approached the woman’s car, opened the door and pulled the woman out, throwing her to the ground, the report said.

The woman’s car was equipped with a GPS device, and police were able to track it to a residence in the 1000 block of Biltmore Drive in Lawrence, the report said.

Lawrence police were already on the scene on Biltmore Drive when Kansas City police contacted them about the car.

Two residents saw a man who matched Tebbe’s description walk inside their garage and take off with their vehicle, said Laura McCabe, a spokeswoman with the Lawrence Police Department. One of the witnesses was outside gardening when the theft occurred and reported almost being run over as the suspect left the scene.

The Kansas City woman’s Subaru was left running outside of the residence, according to the probable cause report.

The vehicle that was stolen in Lawrence was later seen at a gas station in Topeka by Kansas Highway Patrol troopers. They took Tebbe into custody and returned him to Douglas County, according to the report.

Tebbe is currently being held in the Douglas County Jail awaiting extradition to Missouri.
