Topeka man charged in Douglas County with rape, arrested on warrant issued in 2018

A Topeka man has been charged with raping a woman in connection with an incident in 2017 and was arrested on a warrant that was issued in 2018.

Reston Kemmer Phillips, 29, is charged in Douglas County District Court with one count of rape of a person who was unconscious or powerless, according to charging documents. The incident is alleged to have occurred on May 14, 2017. Phillips would have been 23 at the time of the incident, and the alleged victim was 22.

Charges were filed in 2018 and a warrant was issued for Phillips’ arrest on March 1, 2018, according to court records. Phillips was arrested in Harris County, Texas, on Sept. 13 in connection with the warrant before being transferred to the Douglas County Jail on Sept. 20, said Douglas County Sheriff’s Lt. Chris Johnston.

Phillips is being held on a $30,000 cash or surety bond. He is scheduled to appear in court Thursday afternoon.
