CONSENT AGENDA:

1. APPROVE CITY COMMISSION MEETING MINUTES:

a) Consider approving City Commission Meeting minutes of 10/15/19..

2. BOARD AND COMMISSION MEETING MINUTES:

a) Receive Affordable Housing Advisory Board meeting minutes of 09/09/19 and 10/14/19.

b) Receive Bert Nash Governing Board meeting minutes of 09/24/19.

c) Receive Community Police Review Board meeting minutes of 07/11/19.

d) Receive Lawrence Douglas County Advocacy Council on Aging meeting minutes of 09/17/19.

e) Receive Parks & Recreation Advisory Board meeting minutes of 09/09/19.

3. CLAIMS:

a) Consider awarding bids B1944, B1945, and B1946 for the 2019 Weatherization Grant Program.

b) Consider waiving the requirement to rebid Bid No. B1936, awarding Bid No. B1936 to Sunflower Paving, Inc., authorizing the City Manager to execute the construction contract in the amount of $397,055 for the 2019 Traffic Calming and Sidewalk Gap Program, CIP# PW17E7, and approving proposed sidewalk grades as designed.

ACTION: Waive the requirement to rebid Bid No. B1936, award Bid No. B1936 to Sunflower Paving, Inc., authorize the City Manager to execute the construction contract in the amount of $397,055 for the 2019 Traffic Calming and Sidewalk Gap Program, CIP# PW17E7, and approve proposed sidewalk grades as designed.

c) Consider authorizing the City Manager to execute an Engineering Services Agreement in the amount of $246,941 with Olsson, Inc. for professional services for the Traffic Signal Coordination and Timing Study.

d) Consider authorizing the Lawrence Police Department to enter into a 5 year contract with Axon Enterprises Inc. for the purchase of 154 Axon Body 3 body worn cameras with associated software/hardware for $1,261,999.86 (year 1 – $461,999.94, year 2-5 – $199,999.98)

ACTION: Authorize the City Manager to sign a 5 year contract with Axon Enterprises, Inc. to provide 154 Body Worn Cameras and associated software/hardware for the Lawrence Police Department.

e) Consider authorizing the purchase of 160 Motorola handheld radios and 72 Motorola vehicle base mobile radios from Motorola for $899,907.00 utilizing the Johnson County, KS collective agreement contract with Motorola.

ACTION: Authorize the purchase of 160 Motorola handheld radios and 72 Motorola vehicle base mobile radios for $899,907 from project #PD1801CIP.

7. ADOPT ON FIRST READING, THE FOLLOWING ORDINANCES:

a) Consider adopting on first reading, Ordinance No. 9715, pertaining to the regulation of animals.

b) Consider adopting on first reading Ordinance No. 9733, amending City of Lawrence Code, 2018 edition, Chapter 5, Article 12, Section 1205, pertaining to fees for demolition permits.

8. ADOPT ON SECOND AND FINAL READING, THE FOLLOWING ORDINANCES:

a) Consider adopting on second and final reading, Ordinance No. 9721, Ordinance No. 9727, Ordinance No. 9728, Ordinance No. 9729, and Ordinance No. 9730, for a text amendment (TA-18-00467) to the City of Lawrence Land Development Code regarding proposed changes to facilitate affordable housing development options and including permitting two detached dwellings on one platted lot.

ACTION: Adopt on second and final reading, Ordinance No. 9721,Ordinance No. 9727, Ordinance No. 9728, Ordinance No. 9729, and Ordinance No. 9730.

b) Consider adopting on second reading, Ordinance No. 9731, changing the composition of the eXplore Lawrence Governing Board.

9. ADOPT THE FOLLOWING RESOLUTIONS:

a) Consider adopting Resolution No. 7300, adopting the 23rd Street Multi-modal Corridor Plan.

10. GENERAL CONSENT ITEMS:

a) Consider acceptance of dedication of easements and right-of-way shown on Final Plat, PF-19-00405, for 8N Business Center, a two-lot commercial subdivision on approximately 2.76 acres located at 1105 E. 23rd Street. Submitted by Grob Engineering Services, LLC on behalf of 8N, LLC, property owner of record.

ACTION: Accept the dedication of the easements and right-of-way as shown on the final plat for 8N Business Center, PF-19-00405.

b) Consider authorizing the City Manager to execute a license agreement with Jesson and Season Ross for use of the right-of-way related to Site Plan, SP-19-00216, for 508 Michigan Street.

c) Consider approving the Investment Policy for the City of Lawrence, Kansas.
