County alters permit for teen group home

Douglas County commissioners Wednesday approved a slight change to a land-use permit for operation of the Heart of America Teen Challenge group home just east of Lawrence.

Commissioners removed a stipulation from the late 1990s that would have required the property at 1332 E. 1600 Road to become a platted property. To be platted, the property would need to be annexed into the city, but the cost of providing utility services to the home now would be cost prohibitive, city and county planners said.

Commissioners decided to remove the platting requirement from the group’s permit, and they said the city and county could likely revisit the issue years down the road if the area becomes more developed.

The faith-based group home serves up to 11 male students, who have had past problems with drugs, alcohol or legal issues.
