Under Kansas law, her signature would have been merely a formality. Kansas Legislature(Wichita Eagle) Landwehr winner after recount: State Rep. Brenda Landwehr emerged victorious Wednesday after a manual recount of ballots in the race for the 91st House District seat. The recount was the first paper-trail audit of new voting machines in Sedgwick County that have been in use since June.
