Man arrested for 'aggressive panhandling'


Lawrence Police arrested a 23-year-old man for "aggressive panhandling" on Thursday night in front of a restaurant in downtown Lawrence.The 26-year-old victim told police he was in front of Buffalo Wild Wings, 1012 Mass., shortly before 7 p.m. when the man began asking him for money and threatened him when he refused to give it. Police say they found the suspect about an hour later seated on the ground between the Red Lyon Tavern and the Replay Lounge in the 900 block of Mass. Street. He was booked into jail.Other reports:¢Man interrupts burglary: Police on Friday asked for the public's help identifying the suspect in a home burglary Oct. 31 in the 500 block of Frontier Road. According to a report, a 19-year-old man told police he came home and found items lying on the floor of his living room and an unknown man walking toward him from a rear bedroom. He told police he questioned the man but that he walked out the front door and started running north away from the residence. He is described as a white male in his late 20s or early 30s with wavy reddish-brown hair, about 6 feet tall, with a stocky build. About $820 in property was missing from the home. Anyone with information is asked to call the Crime Stoppers hotline at 843-TIPS.¢ Attempted strong-arm robbery:A 29-year-old bicyclist told police someone tried to pull off his backpack Thursday night as he rode in the 700 block of West Sixth Street. The man told police he was riding west on the sidewalk about 8:10 p.m. when a man walking east approached the back of his bicycle and pulled on the left side of the backpack. The victim told police he sped away and last saw the suspect - described as a balding male - running north along Indiana Street.¢Animal cruelty:Police took a tan-and-white pit bull into custody Thursday morning after it escaped from the back yard of a home in the 1800 block of Miller drive. Because of the dog's condition, police are investigating it as a possible case of cruelty to animals.¢Rape report: Police are investigating a report that a 16-year-old boy raped a 15-year-old female acquaintance earlier this week at a home in east Lawrence. Police were called to Lawrence Memorial Hospital on Tuesday to take the report. It took LPD an hour to find this guy 50 yards away from where he "attacked" his pathetic victim. The whole story is a sad commentary on the city of Lawrence! Inept law enforcement, bums on the street and spineless citizens.

In order to get off the "mean" list, Lawrence has to ignore these types of threats from the homeless. We should let them do what they want and say what they want. Heck, why not let them attack people for some spare change? Come on.....we want to play nice, right?

adky, the article doesn't say the homeless person was sitting there the whole time. a more likely scenario is that the homeless person left the area, then came back later to continue his search for easy money. How do you know his victim is "pathetic"? There have been several instances of the homeless becoming rude, agggressive and even threatening when someone dares not to give them a handout (even the girl that was threatened with rape). But you're probably right, we should be more understanding, especially considering the number of fights involving knives that occur at the drop in shelter.

Do the people of Lawrence really want to spend $2.5 Million to build a new shelter for this kind of activity? If so, then it will be an invatation for others all acrossthe Nation to bring thier problems and addictions and move here. In a couple more years Lawrence can build another nice shelter for the overflow.

"Aggressive panhandling" is the only phrase in the blotter that has quotes around it to indicate that the term is in fact a "crime". There are no quotes around rape, burglary or animal cruelty. Those are readily identifiable criminal offenses. "Aggressive panhandling" needs quotes because it is a vague "offense" that can easily be avoided by "walking away". Apparently the 26-year-old victim didn't realize that. Word of advice - try to ignore the pigeons, too. They can get pretty aggressive if you don't give them what they want.

Wow...so i can follow you down the street and spew obscenities at you? that would be a afternoons worth of entertainment.....I am only a few paychecks of away from being homeless, so I will assume i can have the privilege that you are granting them....the whole point genius, is that law abiding people should not have to turn the other cheek, if pan handling joe cannot take no for a answer that is on his shoulders, he should except the no with some frikin common courtesy. i have never once had a chance to vote whether or not I am my brothers keeper, and until that time a persons actions are their responsibility......You roll the dice and better be ready to accept the legal consequences or the first class ass whoopin that happens.

Actually, you can. It's called free speech. Ask Rev. Phelps about it. I'm also sorry to hear that you are nearly homeless. Hopefully unforeseen circumstances will never render you so. But should you find yourself in trouble, may you experience nothing but compassion and goodwill from your community. Good luck and may peace be with you.

Rabb, "Aggressive Panhandling" is actually in quotations in the city code, but the code further defines what agressive panhandling is. One of the definitions, making any statement, gesture, or other communication that would cause a reasonable person to feel threatened, fearful, or compelled, could also fall under the disorderly conduct statute. While some think you can just walk away from this, try explaining it to the 6 year old you are walking with.

I have actually been approached and followed through downtown by panhandlers after telling them no multiple times, and I can tell you that it's not easy to turn the other cheek. In fact, as one "gentleman" was following me telling me what a bad person I was for not helping him out, another one stepped out of a doorway and sort of sandwiched me in between them. While I eventually managed to step into a store to lose them, the intent was clear. Intimidation. Our downtown relies heavily on out-of-towners, whether it's families of students or people from surrounding communities, and the last thing it needs is a rough reputation similar to that of Westport. Take care of this problem NOW!

Do something at least! Dance a jig. Play a song. Shine my shoes. Don't just sit (stand) there looking obvious about where the money you collect is going (liquor industry) and demand something for nothing. Anyone who "aggressively panhandles" me will find themself on their back or in jail depending on whether my girl is with me or not. If you ARE going to panhandle, at least get good at spotting the people who can afford to give up a buck or two. And try (I know its hard) but try to be less obnoxious.
