Taylor noticed the high water as they passed over the bridge into downtown Lawrence and the decided to go to the park to get a closer view. The park was closed by the city at 5 p.m. Thursday.

Nice, So they left a porta potty to be flooded. I guess it won't make the river any worse than it already is. The city is a bunch of idiots. Wouldn't you get that out before it floods.

Does the city even own the portapotty? Or does it belong to a company the city contracts with?

It's a contract unit. The city rents toilets and insists on damage waivers so they don't have to pay for the toilet if anything bad happens to it.

Someone (the city or the vendor) should have foreseen this and moved them to higher ground. Doesn't the city now have to notify someone of raw sewage going into the waterway?
