Is it too distracting for crossing guards to wave at passers-by while working?

“I don't think a blanket no-waving policy is necessary. I would hope our crossing guards would be capable of using their own discretion.”

“I think it would be more of a distraction for the drivers than for the crossing guard because it draws their attention away from the children around them.”
