Should Lawrence put a limit on how long pets can be tied up outside?

“If there is a limit, it shouldn’t be based on hours, but more like days. It should be loose enough that people can make decisions for themselves, but lowers the risk of abuse.”
“I think it’s pretty obvious that to be humane you have to limit the amount of time one animal is tied up, especially without food or water.”
“Yes, because Kansas weather changes all the time. Animals may not have the shelter they need or it may get too hot.”
