What is the best way to bring out-of-town shoppers into downtown Lawrence?

“They do a pretty good job. There’s always people here. It’d be nice if the stores stayed open later than 5 or 6. Why would someone drive all the way from Kansas City if everything’s closed?”
“I would say more places to eat out on the strip.”
“I come for the consignment shops, the food and the atmosphere. You see all types of people walking down Mass. Street.”
