40 years ago: KU engineer argues against price increase for sanitation services

From the Lawrence Daily Journal-World for June 21, 1975:

In Lawrence, a price increase for city garbage collection was under discussion, but an expert in the field said this should not be necessary. “With proper management control and fiscal responsibility, there should be no increase in (Lawrence) sanitation rates at this time,” said Ross McKinney, professor of civil engineering at Kansas University, in a recent report. The city was discussing an increase of 12 to 25 percent, but McKinney’s evaluation instead recommended cutting costs in the sanitation department by substituting weekly pickup for twice-a-week. In his report, McKinney also estimated the city spent $102,000 in unnecessary wages annually because of its incentive plan, by which sanitation department workers were allowed to leave work as soon as their routes were completed, whether or not they had put in their full 10 hours.
