From the Lawrence Daily Journal-World for June 8, 1975:

The City of Lawrence was planning a housing code revision, with an emphasis on older homes. After a discussion on a residence at 413 W. 14th Street, commissioners had heard a proposal by Commissioner Carl Mibeck that a code be developed for old houses that “reflects completely and solely the health and safety of the occupants.” “I don’t think we ought to have any more stuff like this (review of 413 W. 14th) until we get a code appropriate for old structures,” Mibeck said.
