25 years ago: Regents task force considers tuition break for students with high GPAs

From the Lawrence Daily Journal-World for Jan. 18, 1990:

A Kansas Board of Regents task force was considering a plan to allow some out-of-state students to attend regents universities at resident tuition rates. The tuition task force, which was scheduled to finish its work in February, was mulling a program giving the tuition break to non-residents who had achieved a 3.5 GPA in the regents’ recommended curriculum. If the program were implemented at the tuition rates current in 1990, it would represent an annual savings of $1,500 for each eligible student at Kansas University. “It would be a wise investment for Kansas to attract the most academically talented students,” said Stanley Koplik, regents executive director. “It would improve the overall quality of the student body.”
