25 years ago: County considers nudity ban at all public facilities

From the Lawrence Daily Journal-World for April 13, 1990:

A resolution banning nude swimming at Clinton Lake was possibly to be expanded to ban nudity at other public facilities in the county. After a public hearing on the proposed resolution this week, Douglas County commissioners decided to ask county staff to investigate the possibility of a broader resolution. Current county resolutions prohibited nude swimming or sunbathing only at Lone Star Lake; commissioners had been considering a new resolution banning nudity at Clinton Lake with violators being fined up to $25. Rural resident David Higgins and fellow members of Kansans for a Natural Society had approached the county sheriff’s office in 1989 about bringing nude sunbathing to Clinton Lake. They had been told that it would be illegal, but County Administrator Chris McKenzie said the office had later learned there were no laws forbidding it. Higgins approached commissioners this week to protest adoption of the resolution. “To begin with, I believe the resolution is unnecessary,” Higgins said. “The last time I checked, Clinton Lake and park was not in any imminent danger of being overrun by nude sunbathers.” Higgins pointed out that existing state statutes on lewd and lascivious conduct could cover “problem cases” at the lake. He also suggested, as an alternative, setting aside a specifically “clothing-optional” area at the lake.
