Lawrence City Commission agenda for Sept. 9 meeting

Lawrence city commissioners will issue $46.4 million worth of new debt to pay for projects previously approved and constructed by the city.

Background

The debt issuance is to pay for projects such as the Rock Chalk Park recreation center, the Lawrence Public Library Expansion, and a host of smaller projects. The city will issue 20-year bonds to finance the projects. The city will learn the interest rates of the bonds following an auction that will take place Tuesday. In addition, the City Commission is expected to issue $13.7 million in one-year notes to temporarily finance a host of other projects, such as street improvements at Lawrence Venture Park and various city street improvements.

Consent agenda

•Approve all claims.  The list of approved claims will be posted to the agenda the day after the City Commission meeting.

 • Approve licenses as recommended by the City Clerk’s office.

 • Approve appointments as recommended by the Mayor.

 • Bid and purchase items:

 a) Award bid for Bid No. B1448, Project No. PW1330, for the construction of a regional detention basin for Lawrence VenturePark, to R.D. Johnson Excavating Company, in the amount of $649,919.50.  

b.)Approve rezoning, Z-14-00263, approximately 1.88 acres from IG (General Industrial) District to IL (Limited Industrial) District located at 720 E 9th St. Submitted by Flint Hills Development Group on behalf of 720 LLC, property owner of record. Adopt on first reading, Ordinance No. 9036, to rezone (Z-14-00263) approximately 1.88 acres from IG (General Industrial) District to IL (Limited Industrial) District located at 720 E 9th St. (PC Item 2; approved 10-0 on 8/25/14)    

• Authorize staff to submit grant applications to the Kansas Airport Improvement Program for the reconstruction of Taxiway C and the west apron at the Lawrence Municipal Airport.     

• Approve a street event permit for the KU Band Day Parade event to close various streets downtown on Saturday September 20, 2014 from a time yet to be determined.    

• Approve the City of Lawrence Investment Policy for 2014 and adopt Resolution No. 7089, authorizing the Assistant Finance Director and Assistant City Manager to access the City of Lawrence MIP account.  

• Approve as a “sign of community interest”, a request from Pilot Club of Lawrence to place a temporary directional signs at the northwest corner of 23rd Street and Harper Street, from September 19, 2014 to September 20, 2014.  

• Authorize Mayor to sign a Subordination Agreement for 1715 Bullene.  

 • Receive city manager’s report.

Regular agenda

• Conduct note and bond sale. Review bids received and approve sale of bonds and notes to the lowest responsible bidder.  Consider adopting Resolution No. 7090, authorizing the sale of $13,745,000 in general obligation notes. Declare an emergency, and consider adopting on first and second readings, Ordinance No. 9038, and consider adopting Resolution No. 7091, authorizing the sale of $26,965,000 in general obligation bonds, 2014 Series A, and consider adopting on first and second readings, Ordinance No. 9039, and consider adopting Resolution No. 7092, authorizing the sale of $19,595,000 in general obligation bonds, 2014 Series B.    

• Consider approving extension request for Final Development Plan for Miracon Plaza Planned Commercial Development – Phase 1 [FDP-01-02-07] generally located at the northeast corner of Wakarusa Drive and Clinton Parkway. Submitted by Tim Herndon, for Timothy W. Schmidt of OFF-PISTE, Inc., property owner of record. The approved plan proposes construction of a two-story retail/office/bank building containing approximately 8,000 square feet and associated site improvements. The request proposes extension of the approval for this project for an additional 24 months.  This item was deferred from 09/02/14.

• Consider Wicked Fiber Economic Development request and receive recommendation from the Public Incentives Review Committee.
