25 years ago: Plans for house approved over Breezedale opposition

From the Lawrence Daily Journal-World for Oct. 24, 1989:

The Lawrence Housing Authority this week approved design plans for a three-bedroom house to be built on a vacant lot on Winona Avenue. Several residents of the Breezedale area, just south of 23rd and Massachusetts, had come out in opposition to the plan for the house, which was to be rented to a low-income family under the LHA’s scattered-site housing program. Opponents, who were worried that such housing in their neighborhood would decrease their property values, had accused the LHA of being unwilling to work with neighbors over their concerns. “These people did exactly what they wanted to do without listening to our concerns,” said Bill Bell, a spokesman for the Breezedale residents opposed to the house. However, housing authority members said they had compromised enough on the issue. “I don’t know that anything we could say or do would have satisfied them,” said Jean Collins, chair of the LHA. “We’ve really gone out of our way and spent a lot of money on this…. We have listened.”
