40 years ago: USD 497 schools to hire teachers specifically for PE

From the Lawrence Daily Journal-World for Nov. 30, 1974:

Elementary school physical education was to have a new look, according to Lawrence School District 497 officials. “PE is a special area. Not anyone can teach it,” said Chuck Mead, elementary physical education consultant. “It’s more than just games or tossing a ball back and forth. I’m not saying it’s not important that children learn how to play games, but there are other important elements.” All but three elementary schools in Lawrence had made arrangements relieving classroom teachers of physical education classes by bringing in part-time PE teachers. Mead said instructors trained in PE were necessary as they “must understand the concepts of how and why the body moves” before being able to teach the child. “A teacher has to know whether a child’s response is correct and how to anticipate the child’s next move,” he explained, “just as a reading teacher must anticipate what the child will do next.” He added that PE teachers should know what to expect from children in each age group and not ask them to perform activities too advanced for their age.
