Lawrence legislators sum up priorities for the upcoming legislative session

Below is contact information for Lawrence legislators and a summary of what they want to focus on as the 2014 legislative session starts Monday.

Sen. Marci Francisco, D-Lawrence

Francisco is the ranking minority member of the Agriculture and Natural Resources Committee and Utilities Committee.

“I want to address the revenue issues, so that we can cover some of the shortfalls in education, corrections and the state water plan,” she said.

Francisco is also a member of a House-Senate KanCare oversight committee. She said the state now has had enough experience with KanCare to determine how well the system is running.

State Sen. Tom Holland, D-Baldwin City

Holland is the ranking minority member of the Assessment and Taxation Committee and Commerce Committee.

Holland said he would be spending much of his time dealing with the budget, school finance and tax policy. An ardent critic of Gov. Sam Brownback’s tax changes, Holland said, “Unfortunately, the governor’s disastrous tax policy has gotten us in a situation where we can’t maintain our current flat-line budget in the out years.”


State Rep. Barbara Ballard, D-Lawrence

Ballard is a member of the House Appropriations Committee and serves on the House Democratic leadership team. She is also on the KanCare oversight committee.

Ballard said public school and higher education funding will be among her top priorities. She also wants to try to persuade Republicans to expand Medicaid under the Affordable Care Act. “So many of them (Republicans) have a real problem with the Affordable Care Act, but sometimes you have to put your personal biases aside and do what is best for the state,” she said.


State Rep. Paul Davis, D-Lawrence

Davis, who is the likely Democratic nominee for governor, said he wants the legislative session to focus on what he says is the increased economic and tax burden on the middle class.

He said property taxes have increased in 86 of 105 counties over the past three years, and college tuition has increased as have many fees paid by parents with children in public schools.

“The Legislature needs to have a serious discussion about the real burden that middle income Kansans are having right now,” he said.

He said he also wants to move forward on a school funding proposal. The Kansas Supreme Court is considering a lower court panel decision that says legislators must increase school funding.

“We have a moral and constitutional obligation to fund our public schools and we shouldn’t need a court to tell us to do so,” he said.


State Rep. Tom Sloan, R-Lawrence

Sloan is chairman of the House Vision 2020 Committee and serves on the Agriculture and Natural Resources Committee and Transportation Committee.

Sloan said he would continue working on funding the state water plan and addressing the long-term sustainability of drinking water supplies in Kansas.

He is also working on renewable energy and electric rate-making issues.

State Rep. John Wilson, D-Lawrence

Wilson is the ranking minority member of the Children and Seniors Committee and serves on the Insurance Committee.

Wilson said he wants to try to pass a proposal that would set up a nonpartisan redistricting commission.

He also will push for holding informational hearings in the Children and Seniors Committee on recent changes by the state to welfare regulations. He also wants to work on expanding Medicaid.
